Study On The Construction Of Rural Public Cultural Service System Under The Background Of Rural Revitalization

General Secretary Xi Jinping said in his report to the 19 th National Congress of the Communist Party of China(CPC)that the strategy of rural revitalization should be fully implemented and the construction of rural culture should be one of the key tasks.The General Secretary pointed out the direction that further strengthening the construction of rural culture,especially the construction of rural culture,is not only conducive to highlighting the key position of rural culture,but also for the construction of rural culture.The official launch of the Strategic Plan for Rural Revitalization(2018-2022)in2018 shows that China has entered a new stage of that all-round attention gives to rural revitalization.The full implementation of the strategy of rural revitalization needs to start from different dimensions,among which,the construction and development of rural public cultural service system plays an extremely important role,and its successful implementation is also a very critical part of rural revitalization.Taking the rural revitalization strategy as the research background and the construction of rural public cultural service system as the starting point,this paper discusses the research topics of rural cultural construction from five aspects:The first part: Introduction.It elaborates the research background and significance of this paper as well as the research status quo of this field at home and abroad,as well as the research methods,innovation points and shortcomings of the whole paper.The second part summarizes the relevant concepts and theories of the construction of rural public cultural service system.Firstly,it analyzes the related concepts of rural revitalization,public cultural services and rural public cultural service system,then analyzes the relationship between Rural Revitalization and the development of rural cultural service system,and finally carries out in-depth research on the theoretical basis.The third part analyzes the current situation,existing problems and corresponding reasons of the construction of rural public cultural service system in Xinzheng City.Firstly,it introduces the basic situation of the survey samples;Secondly,it analyzes the actual situation of the construction of rural public cultural service system in Xinzheng City,and holds that it has the characteristics of increasing financial investment year by year,enriching public cultural facilities,enriching public cultural products,and strengthening the construction of talent team;Thirdly,it summarizes the specific problems during the construction of rural cultural service system in Xinzheng area,mainly including insufficient and low utilization of cultural facilities,low quality and low supply frequency of cultural products,obvious imbalance in the supply of cultural services,weak strength of grass-roots cultural talent team and so on;Finally,it makes an in-depth analysis of the corresponding reasons for the problems existing in the construction of Xinzheng rural public cultural service system.The main reasons are the lack of relevant government systems,insufficient financial capital investment,defects in supply mode,single product supply subject,lack of farmers’ subject status,lack of cultural professionals,lack of supply supervision and evaluation.The fourth part puts forward countermeasures and suggestions for the construction of rural cultural service system in Xinzheng region under the background of Rural Revitalization.First,we should innovate the supply mode and adhere to the demand orientation,including strengthening the awareness of people’s conscious participation,establishing the expression mechanism of people’s demand,adhering to the guidance of farmers’ demand and building local characteristic cultural brands;Second,we should increase revenue and reduce expenditure and optimize allocation,including broadening capital sources,optimizing resource allocation and increasing capital investment;Third,we should adhere to the government leading and diversified coordinated supply;Fourth,we should strengthen the overall supervision of the government and society and establish an evaluation mechanism;Fifth,we should cultivate cultural talents and strengthen talent support,including increasing talent introduction,improving talent training and incentive mechanism,cultivating the team of cultural workers,cultivating the team of cultural workers,and excavating grass-roots cultural artists;Sixth,we should improve service facilities and strengthen facility management,including strengthening the management of public cultural facilities,accelerating the digital construction of public culture and improving the utilization rate of public service facilities.
