The Outline of "Healthy China 2030" Initiative(hereinafter referred to as The Outline)is formulated in accordance with the strategic plan of the fifth Plenary Session of the 18th CPC Central Committee to promote the construction of Healthy China and improve the health of the people. The Outline defines the overall strategy of building "Healthy China"and puts forward five strategic tasks and guarantee measures:popularizing healthy life, optimizing health services, improving health security, building a healthy environment and developing health industries. The Outline is an action plan for promoting the construction of Healthy China in the near future. The translation of political text can provide a window for other countries to understand China,so the translation represents the national image of China. As a result,in addition to accurately expressing the content and form of the original text, the translator should improve the political consciousness.Compared to traditional translation theories,Nida’s functional equivalence theory is more suitable for the translation of government documents. There are twenty-nine chapters in The Outline. This report selects the first thirteen chapters as the text of this translation practice.Guided by Nida’s functional equivalence theory and combined with the characteristics of The Outline, the report explores appropriate translation methods from lexical, syntactic and textual level. The author encountered the following translation difficulties:at the lexical level,culture-loaded words, repetitive verbs and four-character structures frequently appear in the original text;from the syntactic level, long and difficult sentences and subject-free sentences are widely used in the source text. From the textual level, there are many parallel phrases in the original text.Due to the different expression habits of English and Chinese,we should not translate word for wordThe author summarizes the translation strategies of political texts under the guidance of functional equivalence theory:A full understanding of the original text and background knowledge is a premise. At the lexical level, both paraphrase and amplification are good methods. At the syntactic level, analyzing the kernel sentences can be used to divide the long and difficult sentences into simple sentences, and then add a subject or change the sentence into passive voice. At the textual level, conjunctions and references can be added. The author hopes to provide reference for the translation of such political text in the future.
