| With the rapid development of China’s economy,the main contradiction of the society has changed,and people’s demand for a better life keeps increasing.With the rapid development of the film market,the market is in chaos,which not only seriously infringes on the legitimate interests of moviegoers,but also disturges the order of the film market.In 2019,Yangzhou completed the task of institutional reform and defined the regulatory body.The Propaganda Department of yangzhou Municipal Party Committee is responsible for the administration of the film industry,while the Comprehensive law enforcement detachment of Yangzhou Cultural market is responsible for the law enforcement of the film market.As the supervision department of the film market,it must give full play to its supervision function and construct a scientific and effective multi-governance film market supervision system.Based on the theory of government regulation and collaborative governance and from the perspective of innovation,this paper analyzes the current situation and practices of the film market regulation in Yangzhou by means of case analysis.Through questionnaires,interviews and other methods,the audience,cinema employees and the staff in charge of film departments are taken as the research objects.Analysis and exploration of the film market regulation in the legislative content is not perfect,policy supply is not in place,internal supervision communication is not smooth,the supervision mechanism is not stable,collaborative governance supervision platform is not perfect.Combined with the current situation of film market supervision in Yangzhou,this paper analyzes the reasons for the problems in five aspects:First,the lack of top-down industry supervision system at the national level.Second,local policies lack execution power from formulation,publicity to implementation,and are merely superficial.Third,the concept of governance has not changed,and there is a lack of effective communication between departments.Fourth,the number and quality of supervision personnel are limited,and the lack of leadership attention,team construction is relatively weak.Fifth,the channels of participation are not smooth,and there is a lack of regulatory channels for autonomous organizations and public participation.In view of these problems,the paper explores five countermeasures suitable for the supervision of Yangzhou film market:first,we should perfect the system guarantee,refine the supervision standard,strengthen the supervision,timely detect the infringement,and protect the film copyright.Second,we need to improve policy support,issue policy opinions,establish management policies with clearly defined powers and responsibilities,and implement preferential policies for funding.Third,change the way of government governance,consider the public interest,serve the people,and build a service-oriented government.Fourth,improve the construction of the supervision system,establish an effective supervision mechanism,increase the content and frequency of supervision,enrich the law enforcement force,innovate the platform supervision methods,and realize the technology and defense supervision.Fifth,to realize industry autonomy and public participation,on the one hand,cinemas should operate in good faith according to laws and regulations,on the other hand,they should establish and perfect an autonomous system,set up reward and punishment mechanisms,encourage industry associations and the public to give full play to their regulatory power,and ultimately promote the healthy,orderly and sustainable development of Yangzhou film market. |
