| Music is a spiritual and cultural product welcomed by the masses.In the cultural industry,music industry holds an important position because of long industrial chain,multiple related industries and strong penetration.Developing music industry not only reflects the important decision-making arrangements that the country vigorously develops cultural industry,but also the objective requirements that China’s economic and social development is becoming a world power.In addition,missions such as inheriting the Chinese civilization,rejuvenating national culture,Serving the people’s spiritual needs for the diverse culture,are also urging local governments to vigorously develop the music and cultural industry,so as to create a stronger cultural atmosphere for the people.Chengdu,the pioneer that local government develops music industry,took the lead in issuing the Opinions on Supporting the Development of Music Industry,to improve the competitiveness of urban music industry from the brand construction of the "International City of Music”.Since 2016,Chengdu’s music industry has been developing rapidly,and the city’s brand influence and popularity have been increasing day by day,and the results have been obvious.Therefore,it is of great significance to form systematic theories and experience for Chengdu’s music industry development from the perspective of public management discipline as a case study.This article takes the case of the development of Chengdu’s(Sichuan province)music industry in recent five years as the research object,analyzes the reform of the government administrative institutions for the development of music industry,the guarantee measures provided to response market externalities,the government’s methods to promote urban brands,and extracts the experience and enlightenment for reference to promote the development of music industry by governments.Under the modern governance,it provides local governments a set of administrative governance models to improve the development of music industry.To analyze the necessity,the key elements and the effect of government management under the public management of administration theory,the industrial agglomeration theory,the market failure theory and the urban branding theory,the following points are drawn:(1)To build a management system in response to the development of emerging industries,the emerging cultural industry represented by music industry needs a sensitive administrative system and mechanism to realize agile governance and improve the cooperation efficiency between various government departments.(2)The government should be good at using diversified management mechanisms to promote the healthy development of the industry and eliminate market externalities.(3)City branding is an important path to promote the development of music industry.As a similar public product,the government needs to play an important role. |
