| At present,countries around the world regard culture as a core element of national development and are committed to formulating plans to revitalize culture.As a Korean student,based on the actual development of Korea,combined with the current situation of China’s cultural industry development,through a comparative analysis of the evolution of cultural industry policies in the social and cultural background of China and South Korea and various cultural industry policies,we have explored the ideal model of The development of Chinese cultural industry and the cultural industry policy plan of China’s cultural industry.The findings of the study are as follows:(1)The number of documents issued by China’s cultural industry policy reached its peak during the "Twelfth Five-Year Plan" period.The main body of documents is inclined to two departments: financial support and auxiliary coordination.The content of the policy focuses on the integrated development of culture and tourism.At present,China’s cultural industry has entered high-quality development.At this stage,the macroand micro-management systems and the collaborative work of departments need to be further improved and promoted.South Korea has a relatively complete system of cultural industry management institutions.It established the strategy of "building a country with culture" and promoted the cultural industry to a national pillar industry earlier than China.(2)Both China and South Korea have established various cultural-related organizations in the central government.By comparison,it is found that the cultural management departments of the South Korean government are more specific,and the policies and regulations are relatively sound,which can adjust to the ever-changing external environment and development conditions.In terms of institutions and policies,the Chinese cultural management mode is characterized by strong regional characteristics.Local governments play an important role in the development of cultural industries.The promulgation of policies and regulations is more targeted and mostly dominated by local governments.(3)China’s cultural industry is promoted by the government in terms of financial policy,relying on universities,scientific research units and science and technology industrial parks in terms of cultural and technological integration policies,taking the cultivation of cultural industry talents as the focus of the overall talent training of cultural industry policies,and comprehensively carrying out talent training actions at home and abroad;South Korea has promoted non-governmental-led financial policies,with the Cultural Revitalization Institute as the main focus on cultural revitalization policies in terms of cultural and technological integration policies,mainly for the cultivation of creative talents;Both China and South Korea have vigorously supported the development of cultural industries in fiscal policies.In terms of taxation,tax policy reductions and exemptions are implemented,and preferential land policies are implemented.(4)Considering that the strategic decision to develop the cultural industry is forming a rational industrial structure,China should devote itself to its own cultural content.It is necessary to comprehensively analyze the rich and unique traditional cultural resources,discover the advantages,make Chinese traditional cultural products novel and unique,and create the advantages of the brand. |
