Since Emperor Wudi of the Han Dynasty accepted sang Hong yang’s advice on salt and iron and put it into practice,salt policy has become an important part of the financial construction of successive dynasties.Moreover,through the reform of the salt policy,there were many major changes involving the political and economic aspects of the dynasty,which brought a multi-dimensional impact on the management of the dynasty.The dynasties of all dynasties have more or less invented salt administration,and the evolution of this period has been elucidated in the past research on the history of the salt industry.However,generally speaking,the previous research on salt policy is limited by The Times,and the research paradigm is often elaborated on the macro level,focusing on the discussion of "salt policy" at the national level.Even in the sorting of regional salt policy,it is only regarded as the "local version" of "national salt policy".That is to say,it is not divorced from the framework of macro historical research,and its perspective is "top-down".Fortunately,in the past 30 years,some historians have noticed the limitations of this "top-down" research framework,especially in the specific regional history research,which lacks "local initiative" in the interpretation of regional history.It is based on this background that this paper attempts to put the research on salt administration into a specific area to observe the practice of the dynasty’s salt administration in the area.Based on the incident of the salt struggle at the Longjiang Pass in Nanzhili during the Longqing period of the Ming Dynasty,this paper sorts out the two different salt supply methods in the southern Zhili prefecture and county system and the Weisuo system.In order to explore the contradiction between the two different local management systems in the same area of the Ming Dynasty,the prefectures and counties and the guards in the same area,the overlapping of powers around the salt administration issue,and then use this to analyze the relationship between such a state system and the guards.The local governance of the Ming Dynasty in an area where systems coexisted.
