Research On The Innovation Of Public Cultural Facilities Services In Tianjin City Under The Background Of Cultural And Tourism Integration Policy

The integration of culture and tourism is a new requirement of the Party and the government for public cultural services in the new era.In this context,the government has introduced a series of policies related to the integration of culture and tourism,in which public cultural facilities,as an important platform and carrier of the integration,face many opportunities and challenges.The focus of attention is on how to provide better public cultural services and achieve innovation in public cultural services in the context of cultural and tourism integration policy.This paper will explore how public cultural facilities in Tianjin can achieve service innovation in the context of cultural and tourism integration policy,taking into account the current situation of public cultural facilities in Tianjin.This paper uses policy documents related to the integration of cultural tourism,public cultural facilities and public cultural services from 2017-2021 as research texts,establishes a two-dimensional analysis model of policy tools and comparative analysis,and analyzes environmental,supply and demand-oriented policy texts in the policy tool dimension;explores the service innovation initiatives of public cultural facilities in Beijing and Shanghai under the integration of cultural tourism policy in the comparative analysis dimension.In the comparative analysis dimension,we investigated the excellent initiatives of innovative development of public cultural facilities in Beijing and Shanghai under the policy of cultural tourism integration,and coded and statistically analyzed the data with the qualitative research data analysis tool NVivo.The study found that in the dimension of policy tools,environmental,supply and demand policies are unevenly distributed and have their own policy preferences;in the dimension of comparative analysis,the cultural and tourism integration policies of Beijing and Shanghai are compared with those of Tianjin,and the experience of service innovation in public cultural facilities in the context of cultural and tourism integration policies is obtained.Guided by the results of the policy text analysis,we designed the interview outline and conducted the interview research,combined with the content of the interviews to explore the current situation of public cultural facilities services in Tianjin under the background of the policy of cultural and tourism integration.However,the services are still at a preliminary stage of development,mainly in that the service resources have not yet met the development needs of cultural and tourism integration;the service concept still remains at the level of traditional public cultural services;the service mode of promoting the development of cultural and tourism integration is relatively single;and the supply and demand of service contents have not yet been effectively matched.Based on this,the following suggestions are made to address the problems and reasons for the integration of cultural and tourism services in Tianjin’s public cultural facilities: firstly,deepen the concept of integration of cultural and tourism services based on the traditional concept of public cultural services;in terms of service content,enrich the resources of facilities and activities of cultural and tourism integration projects;in terms of service mode,create a digital model of cultural and tourism integration development,innovate the way of cultural and tourism information dissemination,and promote the coordinated development of inter-libraries;finally,in terms of policy,strengthen the development of cultural and tourism integration.In terms of service content,we will enrich the resources of the facilities and the activities of the cultural tourism integration projects;in terms of service mode,we will create a digital cultural tourism integration development model,innovate the dissemination of cultural tourism information and promote inter-library development;finally,we will strengthen the guarantee of the cultural tourism integration services of public cultural facilities in terms of policy and promote the service innovation of public cultural facilities in Tianjin.
