Study On Problems And Countermeasures Of Protection And Management Of Immovable Cultural Relics In Area A Of Dalian

Immovable cultural relics are the crystallization of people’s wisdom,non renewable precious resources,the continuation of historical memory and the most profound scenery in a city.Taking area A of Dalian as an example,the resources of immovable cultural relics are not rich,and almost all of them are modern representative buildings.Therefore,in the work of cultural relics protection,there is no corresponding supply in terms of policy,capital or human resources.Because of this,these cultural relics have not been well protected and utilized,the vacancy rate is high,there are certain potential safety hazards,and problems occur frequently in the protection and management work.From the perspective of public management,this thesis summarizes the research experience of the protection and management of immovable cultural relics at home and abroad from three aspects: the relevant laws of cultural relics protection,the Countermeasures of cultural relics protection system and the activation and utilization of cultural relics protection;Through data investigation and field investigation,this thesis understands the current situation of the protection and management of immovable cultural relics in district A of Dalian,and extracts the current situation of resource distribution,protection and management,protection institutions and management system of immovable cultural relics in district A of Dalian;At the same time,combined with the information feedback of relevant staff in the area now and in the past,staff in the same industry in other areas and relevant people,sort out and analyze the problems and reasons existing in the protection and management of general immovable cultural relics in area A,and summarize and put forward the problems existing in the protection and management of immovable cultural relics in area A,such as insufficient protection force,poor daily management,large randomness of repair,poor style protection and utilization,etc,It also analyzes the hidden institutional reasons,institutional reasons,financial reasons and ideological reasons behind these problems.Finally,by comparing and learning the working experience of the protection and management of immovable cultural relics in advanced areas at home and abroad,combined with the actual situation of the region and the suggestions of professionals,this thesis formulates the protection and Management Countermeasures of immovable cultural relics in area A,makes use of the theoretical basis of public management,seeks the possibility of external borrowing and internal development,and fully mobilizes social resources,improves institutionalization construction,and strengthens departmental division of labor and cooperation,Solve the difficulties faced by the protection and management of immovable cultural relics in area A,provide reference for the protection and management of immovable cultural relics in area A,and also provide some reference suggestions for the protection and management of cultural relics in other grass-roots areas.
