The development of mining resources is a basic industry and is essential to promote economic and social development.The level of safe production in mining is directly related to social stability,personal safety and mining benefits.There are more than 3,000 non-coal open-pit mines in Guizhou Province,involving many types of mining which exist the problems such as: small scale,backward technology and equipment,inconvenient transportation,and non-standard mining.Constructing and improving the safety risk management and control system of non-coal open-pit mines can improve the intrinsic safety level of mines and effectively prevent accidents.Based on the characteristics of the safe production of non-coal open-pit mines in Guizhou Province,the thesis refers to the<Guide of Guizhou Province Safety Risk Classification Management and Control and Hidden Hazard Inspection and Management Dual Prevention System Construction Implementation(Trial in 2018)>,implement the risk matrix method(LS)and the operating condition risk assessment method(LEC)to the evaluation research of the non-coal open-pit mine safety risk classification management and control system,and the research results of the non-coal open-pit mine safety risk management and control system in Guizhou Province have been obtained.Mainly reflects in:(1)According to the operating characteristics of non-coal open-pit mines,combined with the identification and analysis of hazards and harmful factors,the construction principles and construction process of the non-coal open-pit mine safety risk management and control system are proposed,the mine hazard sources are identified and classified based on the evaluation,and implement hierarchical management and control of different levels of risk.(2)This thesis uses both the risk matrix method(LS)and the operating condition risk assessment method(LEC)for risk classification,the two risk values of each risk point are compared,and the final risk level of each risk point is determined according to the principle of high,so that the risk classification is more scientific and accurate,and it can provide a basis for the determination of security risk control measures.(3)By analysing and verifying the application effect of Liangshan Mine,summarising the construction of pilot units,applying the risk matrix method(LS)to the evaluation of the risk classification control system of non-coal open-pit mines,the risk matrix method(LS)has more extensive application scenarios for mine safety risk classification and it easy to master.The obtained risk levels are consistent with the actual situation.The content to be rectified is clear,illustrate the feasibility of the risk method model.(4)Using the enterprise safety production information management platform,applying the safety risk hierarchical management and control to the platform and analysing its application effects,it is found that the application of non-coal open-pit mine safety risk hierarchical information management and control has effectively promoted the enterprise to achieve the dual prevention system of standardised and informatised,and improved the level of enterprise's intrinsic safety production.
