Analysis Of The Current Situation, Problems And Countermeasures Of The Implementation Of Tobacco Control Policies In Public Places In Xi'an

One of the most important tasks in the construction of socialist society with Chinese characteristics is to meet the people’s demand for health in the new era.Under the guidance of the general principles of the Framework Convention on Tobacco Control,it has become a hot and difficult issue in the field of public management research how to build a tobacco control system mechanism and policy with various levels,prominent pertinence and obvious effect according to local conditions.Although local governments have introduced various tobacco control policies in recent years,the phenomenon of smoking in public places has not been significantly curbed.Therefore,it is of great theoretical value and practical significance to study the system of urban tobacco control policies,analyze the main reasons for the unsatisfactory implementation effect of tobacco control policies,and put forward countermeasures and suggestions for optimizing the effect of tobacco control in public places.This thesis investigates the implementation effect of tobacco control policies in public places in Xi’an by using the field observation method,questionnaire survey and interview and so on.The results show that since the measures are carried out,the posting rate of tobacco control signs in non-smoking places has increased significantly,and the phenomenon of smoking in public places has decreased.However,the phenomenon of illegal smoking still exists,and the behavior of dissuading smoking is less.Smoking in all kinds of public places,traditional Chinese medicine hospitals and schools is less than that in shopping malls and restaurants,but smoking in public transport stations is more serious.Study sees that the main problems of tobacco control in Xi’an include: the defects of the policy itself,the imperfect coordination mechanism of many departments,the inadequate allocation of special executives,the lack of evaluation and monitoring mechanism,the insufficient publicity of the policy,and the low participation of social organizations and the public.Based on the T.Smith model,this thesis analyzes the existing problems,introduces the theory of public governance and the theory of multi-sectoral cooperation,and obtains the countermeasures and suggestions to optimize the implementation effect of tobacco control policy in Xi’an city’s public places.The author thinks that we should promote the national level tobacco control legislation,improve and refine the implementation rules of different places,build a high-quality tobacco control law enforcement team,establish a multi-sectoral cooperation mechanism,improve the health awareness of the target groups,cultivate the legal concept of tobacco control for the target groups,and mobilize the whole society to participate in tobacco control in order to further enhance the effectiveness of tobacco control in Xi’an.
