Trump’s unsatisfactory response to the COVID-19 epidemic is highly related to his "de-securitization" of global public health issues instead of domestic ones.Securitization theory implicates that security is an intersubjective situation and social construction,not only influenced by the distribution of power but shaped by the construction of political discourse into "social facts",in other words,policy-makers might build a situation of security or insecurity with discursive manipulation.De-securitization describes a process that a "securitized" issue is discussed and shaped into non-security issue.It could be understood,through three health security strategy reports released by the Trump administration,that in the domestic level a highly securitized institution was constructed by promoting public health regimes under the tradition since the Bush administration;in the international level though,global public health issues were de-securitized which reduced the capacity against public health crises from outside.Global public health issues are referred to as non-security with low existential threats,which leads to an obvious cut in public health budgets and a shock in the capacity against exogenous health crises.At last,the U.S.could barely tackle with the COVID-19 pandemic.The public health strategy influenced the president’s discourse practice.Here analyzes the 3 stages of Trump’s approaches to discursive manipulation of de-securitization,i.e."highlighting-framing-positioning",from macro and micro perspectives respectively,and concludes that Trump’s propaganda discourse and policy on the COVID-19 epidemic are deeply influenced by the strategy of "de-securitization".The Trump administration’s unsatisfactory response to the COVID-19 epidemic is the fruit of his pragmatic and unilateral strategic planning.
