In modern times,Qingdao regime has changed hands several times,and government institutions also have changed frequently.In this environment,the management and living conditions of civil servants reflect phased characteristics.Qingdao civil servants enter government work through examinations and selection.The relatively complete rewards,punishments,and assessment systems have gradually formed the characteristics of a highly efficient,professional,and younger group.Due to the continuous deterioration of the general environment,the living standards of civil servants in Qingdao City have not always kept matching their identity and status.During the period when the Nanjing National Government ruled Qingdao for the first time,prices were stable,civil servants had higher incomes,and their lives were superior,which was called the "golden age".During the Anti-Japanese War,Qingdao was invaded,and the life of civil servants under the rule of the Japanese and puppets was gradually deteriorated.After the victory of the War of Resistance Against Japan,civil servants only had a brief respite and then they were in dire straits and their lives fell into desperation.For the entire society,civil servants are the carrier of the government’s image and the basic force for the operation of the government.The deteriorating living conditions of civil servants have not only caused the loss of confidence for civil servants in their self-awareness,gradually resulting in the loss of their positive value orientation to the people,but also affected the people’s trust in the government.It also directly influences the efficiency of administrative work.The professional and efficient Qingdao civil servants in the earlier stage turned to corruptive and negative sabotage in the later period,which is a true portrayal of the collapse of government rule.
