Research On The Heterogeneity Of Local Government Officials And Poverty Alleviation Performance

Poverty is a challenge faced by all countries in the world.Especially for developing countries,Poverty severely hinders the country's economy and development.In China's poverty management,the government occupies an irreplaceable dominant position,which is determined by our national conditions.Facts have proven that government-led poverty governance has quickly and effectively alleviated poverty in China.In regional policy formulation and social governance,local governments at all levels lead the overall work in the jurisdiction and have decision-making power and command authority.Many studies have shown that the characteristics and behaviors of local government officials can affect the economic and social development of their jurisdictions.Therefore,from the new perspective of heterogeneity of local government officials,this paper studies the impact of local government official characteristics on poverty alleviation performance and analyzes the contribution of local government officials to poverty governance.Based on the existing literature and theoretical research,this paper selects county-level panel data from 2008 to 2017 in a western province,uses factor analysis to evaluate poverty alleviation performance,and constructs a measurement model to study the relationship between local government officials and poverty alleviation performance.And based on the results of empirical testing and China's current poverty management goals,put forward countermeasures and suggestions.The paper first introduces the research background and significance,literature review,research ideas and methods,and the innovation of this article.Then,related concepts are defined,and the internal mechanism of the relationship between official characteristics and poverty governance is analyzed based on the theory of poverty governance and promotion championships.It has sorted out the course of poverty management since my country's reform and opening up,and analyzed the effectiveness of government's poverty alleviation model in different periods.In the research design and empirical analysis,the paper empirically tested the relationship between the characteristics of 93 sample county government officials and poverty alleviation performance in a western province based on theoretical models.The results of the study show that the characteristics of local government officials will affect the poverty alleviation performance of the region,and the age and education of the county chief are significantly positively related to the poverty alleviation performance.The age of the county party secretary is negatively correlated with poverty alleviation performance,and the academic background is positively correlated with poverty alleviation performance.This article enriches the research on the characteristics of officials and the theory of poverty governance,and expands the research on the governance model of local government officials.This research can provide a reference for the government officials' incentive and performance appraisal system,and it has certain reference significance for deep understanding of the relationship between the heterogeneity of government officials and poverty governance and solving the problems of poverty governance.
