Research On The Construction Of Administrative Efficiency Of The Management Committee Of L Economic Development Zone From The Perspective Of "decentralization, Management And Service"

Since the 18th National Congress of the CPC,the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to the reform of the administrative system,and has repeatedly made clear requirements for the work of reforms to delegate power,streamline administration and optimize government services.The reforms to delegate power,streamline administration and optimize government services is a strategic move that forces the government to simplify the administration and delegate power,optimize service quality,improve administrative efficiency,and build a service-oriented government today.In fact,reforms to delegate power,streamline administration and optimize government services and administrative efficiency Construction are mutually reinforcing.Both of them are consistent with the needs of the times and the expectation of the people.Development zones are the vanguard of China's reform and opening-up.Over the past 30 challenging years,development zones at all levels have played an irreplaceable role in driving national and regional economic and social development.However,as economic and social development enters a new era,the management and operation of development zones are also facing Unprecedented new challenges.First,the institutional and policy advantages given to the development zone have been diminishing gradually.Second,the development zone is also facing the general situation of its own system reform.As the management operation develops in depth,the development zone are undertaking more and more functions.In addition to economic development functions,there are many integrated management functions such as social affairs governance.Therefore,as the main management organization of the development zone,how to improve the administrative efficiency of the development zone management committee has become an important question both in theoretical study and practical exploration.Since its establishment,the L Economic Development Zone has continued to deepen reforms and take administrative efficiency construction as the driving force for development.By taking good policy guidance,strengthening benchmarking,combing the approval process,and optimizing services,it has been improving public service quality and level simultaneously,and the region's economic and social development environment has been continuously optimized.This article is based on the administrative efficiency construction practice of the L Economic Development Zone.From the perspective of the reforms to delegate power,streamline administration and optimize government services,this paper comprehensively applies the theory of service-oriented government,government performance management,and government process reengineering.First of all,it explores the status quo of its efficiency construction and the results achieved,and then analyze the crux of the problem and its deep causes via the combination of questionnaire surveys and work practices.At the same time,we will learn from Tianjin Economic-Technological Development Area,Suzhou Industrial Park and Jinan High-tech Zone's experience in improving administrative efficiency.Finally,in order to further improve administrative efficiency,practical measures and suggestions are provided for the L Economic Development Zone Management Committee,which include four major aspects:optimize the service mechanism and strengthen macro-control,explore institutional reforms and clarify Positioning of functions,strengthen the building of high-quality professional teams,and improving the effectiveness of the supervision system.
