Research On Grassroots Corruption In Poverty Alleviation Work Since The 18th National Congress Of The Communist Party Of China

With the goal of building a moderately prosperous society in all respects to achieve time draws near,the national poverty alleviation work has been carried out step by step in an orderly manner.Villages as the final implementation unit of poverty alleviation policy,bear the heavy responsibility of whether the goal of the poverty alleviation can be successfully achieved.But at the same time,there are always criminals who choose to embezzle corruption under the temptation of poverty alleviation funds.This behavior not only harms the interests of the people,but also pollutes the political environment and hinders the process of national modernization.The special investigation carried out by the Central Commission for Discipline Inspection in 2018 demonstrated the country's emphasis on corruption and its determination to combat grassroots corruption in the field of poverty alleviation,which also provides an important guarantee for the grassroots anti-corruption work in the field of poverty alleviation.This article is mainly based on the theory of Marxist harmonious society,the theory of people's subject and the theory of corruption prevention by Chinese Communists.On this basis,this article attempts to summarize,organize,and analyze the cases exposed by the special governance of poverty alleviation in seven provinces,then summarize the law of the phenomenon,seek the causes of grassroots corruption in the field of poverty alleviation,and consider the basic countermeasures to prevent and control corruption.After sorting out,it is found that the current grassroots corruption in the field of poverty alleviation is mainly divided into the types of favoring relatives and friends,embezzling funds,embezzlement and fraud,and illegal bribery.It also shows that the criminals are concentrated in village cadres,the scope of the field is wide,the means are diverse,the criminal groups work together,the amount of money involved is large and the small amount is mostly,and the geographical distribution is obvious.The main reason for the grassroots corruption in poverty alleviation is that in terms of ideological quality,it is mainly manifested in the decay and backwardness of ideology,the lack of firmness in ideals and beliefs,and the need to improve the political and cultural quality levels;In the political dimension,it is mainly manifested in the lack of clear supervision and disclosure systems,the design of laws and regulations to be improved,and the design of the grassroots poverty alleviation management system to be optimized;In the economic aspect,it is mainly because thedesign of salary and incentive system needs to be improved.Aiming at the problem of grassroots corruption in the field of poverty alleviation,based on the above analysis results and reasons,this paper builds a system of measures to prevent and manage grassroots corruption in the field of poverty alleviation from three dimensions: ideological quality,system design,and economic incentives.First of all,in the dimension of ideological quality,we should improve the Party spirit and ideological quality of cadres and promote the idea of democracy and the rule of law;Secondly,from the perspective of the grassroots anti-corruption mechanism,it is recommended to improve the laws and regulations related to poverty alleviation,increase publicity,improve the management system,and strengthen supervision;Finally,in the economic incentive dimension,it is recommended to scientifically design the salary system and incentive system,improve social security and management.
