Food safety has always been the focus of social attention,it is not only closely related to people's health,but also has a far-reaching impact on the development of the economy and society,and has always been the focus of social attention.The Party and the government have been highly concerned about food safety work,the 19 th National Congress of the Party is clearly put forward the implementation of food safety strategy.The food safety law which known as "the strictest law in history" is constantly being revised and improved with the times.After years of efforts,the overall situation of food safety in China has been improving,but it still fail to meet the requierments that people can buy reasurring food,so there is still a long way to go to do a good job in food safety supervision.In the new social situation,it is difficult to deal with the ever-changing food safety problems that people only by relying on government supervision.It is the only way to effectively make up for the shortcomings of the incompleteness and lag of supervision which by mobilizing the enthusiasm of the whole society to participate in the supervision of food safety.Therefore,it has strong adaptability and feasibility to introduce collaborative governance theory into food and beverage safety supervision.In recent years,the importance and superiority of multiple social subjects participating in the supervision of food safety have been widely paid attention to.Many regions have taken many measures to continuously improve the overall level of food safety,the measures include the establishment of a food safety committee,the employment of food safety coordinators and volunteers,and the smooth channels for consumer feedback.However,through investigation and research on the status of food safety supervision in W County,it is found that the county also has problems such as low supervision efficiency of government functional departments,lagging supervision equipment,poor awareness of the main responsibility of catering service units,and poor social supervision,etc.While multiple subjects have been involved in food safety regulation,the role is constrained.And their enthusiasm and initiative is also not strong.The effect is not obvious.Based on a summary of the food safety supervision issues in W County,this paper uses the theory of collaborative governance to analyze the various subjects such as government functional departments,market entities,industry associations,consumers and news media in the food safety supervision of W County.Combing the reasons for the problems of each subject with the actual supervision,it then puts forward countermeasures and suggestions such as improving collaborative governance mechanisms,strengthening team capacity building,building information sharing platforms,and establishing guarantee mechanisms hoping that the collaborative governance mechanism of multiple entities will be further rationalized,information communication and exchanges will be strengthened and the rights and interests of consumers will be protected.Also,we should fully mobilize the sense of ownership of the diverse subjects of society,actively participate in the catering safety supervision work,and continuously improve the happiness and sense of acquisition of the people's catering through the formation of a co-governance and shared catering safety coordinated governance pattern.At the same time,this paper provides some references for the collaborative governance of grassroots catering safety in the new era,and provides constructive suggestions for solving the dilemma of grassroots catering safety collaborative governance.
