Research On The Supply Mechanism Of Public Services In New Rural Communities

Realizing the effectiveness of grass-roots governance is an important basic link to realize the modernization of national governance system and governance capacity.The report of the19 th National Congress of the Communist Party of China pointed out that it is necessary to strengthen the construction of community governance system,push the focus of social governance down to the grass-roots level,give play to the role of social organization,and realize the benign interaction among government governance,social regulation and residents' autonomy.As a new grass-roots governance unit transformed from the traditional rural society,the new rural community can become and has become an important platform for the country to sink all kinds of resources.In the new historical period,to realize people-centered governance and meet the people's growing needs for a better life,we should rely on the new rural community platform to effectively integrate and utilize service resources,and carry out management and service activities around the needs of community residents.In this process,different types of subjects carry out diversified services for community residents in the form of direct or indirect cooperation,and promote the precise docking between the supply side and the demand side,thus forming a new rural community public service supply mechanism.To some extent,whether the mechanism can operate effectively determines whether the effective goal of grass-roots governance can be realized.Therefore,the construction of an effective public service supply mechanism in new rural communities has become an important part of grass-roots governance and an important factor affecting the modernization of national governance system and governance capacity.It is of great significance to build a public service supply mechanism suitable for different types of new rural communities to enhance community governance capacity.The purpose of this study is to explore the public service supply mechanism of new rural communities based on the empirical investigation in D District of R City.On the basis of existing theoretical research and empirical investigation,this paper defines the basic connotation of new rural communities and the public service supply mechanism in new rural communities.From the perspective of suppliers,it constructs four investigation dimensions: government supply mechanism,community self-organization supply mechanism,community and enterprise cooperation supply mechanism,and government,community,society and residents linkage supply mechanism.On this basis,combined with the empirical investigation in D District of R City,this paper analyzes the specific performance of the public service supply mechanism in rural new communities,and finds that there are still some problems in the current public service supply mechanism,such as the mismatch between the supply responsibilities of township governments and the public financial capacity,the low initiative and ability of community social organizations to assist the community in carrying out services,the lack of long-term and sustainability of cooperative supply between communities and enterprises,and the insufficient integration of service resources and information sharing in linkage supply.It is also analyzed from the perspectives of finance,supply incentives and training,cooperation motivation and governance concepts,etc.By combining the existing research on the public service supply mechanism of new rural communities and the empirical investigation made by this research,the public service supply mechanism of new rural communities with typological characteristics for different types of new rural communities and different supply contents is finally constructed.Including government direct supply public service supply mechanism,government purchase service-oriented public service supply mechanism,multi-subject self-supply mechanism within new rural communities,mutual assistance public service supply mechanism between new rural communities and resident enterprises,and linkage supply mechanism among township government,community,society and residents under the guidance of party building,this paper puts forward specific paths to ensure the effective operation of public service supply mechanism in new rural communities from aspects of talents,system,technology and finance,thus promoting the effective improvement of community service level and governance capacity,and promoting the national governance system and governance capacity.
