Research On The Problems And Countermeasures In The Process Of Promoting "Internet + Government Services" In Chongqing

Since the Eighteenth National Congress of the Communist Party of China on 2012 Nov 8,the state promoted the “Internet plus” action.In 2016,the Government Report of the State Council posed that China will carry out the "Internet Plus government services" model and promote better information sharing between government departments,so that the public and businesses need to make fewer visits to government departments to get things done.Afterwards,the government implemented series of policies and measures about the “Internet Plus government services”.In 2019,the government launched a pilot project.Now we have built up the National Government Services Platform online,it covers the 46 departments of the State Council,and links to all the provinces(autonomous region,municipality)platform.It shaped the Internet plus government services policy system,standardized the online e-government services platform,and gradually improved the capability of the National Government Services Platform online.Chongqing Internet Plus government services get much more improved.Chongqing released the “Yu Kuaiban”,the Chongqing e-government services platform,which covered all the items of public service and administrative approval of the government departments.The government department can do one stop acceptance offline,and the masses can get online services through one government website,the Chongqing e-government services platform.The capability of online government services is improved.The efficiency of the government is improved.The business collaboration gets much mores close.The capability of the public services gets strengthened.The Chongqing Internet Plus government services mechanism is more perfected,the policy system is more improved,the online service platform is more mature.Never thus,there is still a gap,compared with eastern costal provinces,which are on the very high level.This paper analyzed the abroad e-government theories and cases and the domestic Internet plus government services cases.Compared with vertical line,the horizontal line is still weak.The government information sharing is weak.The masses is isolated.The reasons are the weakness of the holistic governance,the imperfect of the collaboration,the urban bias and the shortage of the public participation.And the paper studied the advanced experiences of UK,America,and Singapore,and analyzed the cases of Zhejiang,Jiangsu and Guizhou province.Chongqing Internet plus government services faces a series of problems.Based on the holistic government theory and the polycentric governance theory,this paper tries to find out the way to promote the Chongqing “Internet plus government services”.Firstly,continually try to build the holistic government to promote the whole governance.Secondly,promote the cross departments' data share and the business collaboration.Thirdly,promote the urban-rural integration to lessen the gap.Finally,try to build the polycentric governance system.In the era of the modernization of the government governance capability,it can advance the government business process re-engineering.It can promote the reform of government functions,and optimize business environment.It can benefit the modernization of Chongqing government governance capability.It can help build up the service-oriented government.
