Research On The Problems And Countermeasures Of The Construction Of Urban Community Workers In Ziliujing District

At present,China's social development has made great progress,and the main contradiction in society has been transformed.The people's pursuit of a happy life is more reflected in freedom,equality,justice,the rule of law and other spiritual aspects,which puts forward higher requirements for China's social governance.However,community is a tiny unit of society,and the ultimate foothold of social governance lies in community governance.The quality of community governance is related to the healthy development of social governance and the harmony and stability of the whole country.In the "people-oriented" society,"community worker",as the concrete undertaker of community governance,plays a key role in social development.Artesian well area as the center of the old city of zigong city,within the administrative area accounted for the vast majority of the urban community,as residents crowd for the community's attention more and more high,the old model of community governance and community worker team building can't meet the demand of social development in the reality,therefore,the ability to build a highlight,with high quality and strong professional team of urban community workers is particularly important.Based on this,this paper is divided into six parts to analyze the existing problems and countermeasures in the construction of urban community workers in Ziliujing District.The first part starts from the social background,the background of the artesian well area and the research significance,analyzes the research status at home and abroad through the reference literature,determines the research ideas and methods,and puts forward the specific content and innovation points of the research.The second part describes the basic concepts and related theories,defines the concepts of community,community worker,community worker team and community governance,and expounds the theory of human capital and two-factor theory.The third part analyzes the current situation of the construction of urban community workers in Ziliujing District from the overall planning,content and effect of the construction by means of consulting materials and visiting.The fourth part to carry out the questionnaire survey,through the structure,working environment,functional responsibilities,ability quality,incentive mechanism,such as dimension analysis,points out that the artesian well area overall planning of urban community worker team construction is not enough comprehensive,unbalanced structure,take excessive town government function,community service professional degree is not high,the stability of the team is not strong,The reasons are the lack of attention from the superior departments,the lack of strict recruitment and withdrawal standards,the lack of implementation of the entry system,the lack of pertinence in education and training,and the lack of effective incentive mechanism.In the fifth part,the author puts forward five countermeasures: making systematic planning,optimizing the selection and withdrawal procedures,returning to the function orientation of the autonomous organization,perfecting the professional education and training system,and establishing reasonable incentive mechanism.The sixth part is the conclusion and prospect.This paper hopes to provide theoretical support for the relevant decision-making of the Party committee and government of Ziliujing District by putting forward targeted countermeasures,and also hopes to provide reference for the healthy development of urban community workers in Ziliujing District.
