Research On The Influencing Factors And Optimization Strategies Of Social Organizations Participating In The Community Governance Of Village Conversion

The Fourth Plenary Session of the 19th CPC Central Committee clearly pointed out that we should further develop the strength of social organizations to form a benign interaction between government governance,social regulation and residents' autonomy.The Fifth Plenary Session of the 19 th CPC Central Committee proposed to build a community of social governance.JS street in Qingdao actively explores the linkage governance mode composed of community autonomous organizations and social organizations under the leadership of community party organizations.Through the government's purchase of social organizations' services,multiple social subjects work together to improve the effect of community governance.With the development of urbanization in China,more rural communities will transform into urban communities in the future.This paper takes JS street as the research object,which has a certain typicality,not only because JS street takes village to community as the main community type,but also social organizations have been participating in community work after JS Street Community moved back,which has a certain impact on the development of the community.Through case study and grounded theory,this paper constructs a theoretical explanation model of the influencing factors of social organizations' participation in community governance.The results show that: as the advocator and policy maker of community governance,whether the government has a correct understanding of the functions and responsibilities of social organizations,and whether it provides policy and resource support for the participation of social organizations will affect the effect of the participation of social organizations in community governance;As an important participant in the implementation of social organizations,the level of job satisfaction of the organizational staff,whether the organization has a stable source of funds,whether the organization has independent autonomy and the corresponding ability in the operation process all affect the sustainable development of the organization,and then have an impact on the sustainability of social organizations' participation in governance;In addition,residents,as the most important participants,have become an important source of motivation for social organizations to participate in community governance.At present,there are some problems in residents' participation,such as lack of substantive participation in content and single participation group structure in the main body.These problems support social organizations to play a value and role in the community.On this basis,we should optimize the strategies for social organizations to participate in Community Governance: the government should empower social organizations,strengthen the standardized management of social organizations in law,and strengthen the support of social organizations in resources;In order to improve the governance efficiency,social organizations need to strengthen their own capacity building,such as resource linking ability,social interaction ability,and independent operation ability,so as to reduce the absolute dependence on the government and improve their own sustainable development ability;In addition,social organizations participating in community governance should focus on community development and improve community autonomy.
