Labor education is an important part of the talent training system,and labor education policy is an effective means to promote the development of labor education.With the implementation of the opinions on Comprehensively Strengthening labor education in primary and secondary schools in the new era and the guiding outline for labor education in primary and secondary schools(for Trial Implementation),the objectives and status of labor education have been determined by policy.Labor education courses have been established in primary and secondary schools and labor education has been strengthened systematically,marking that labor education has been officially incorporated into the school education system as a course.As a leading city in China's education,Shanghai is also at the forefront of labor education.In August2020,Shanghai formulated the implementation opinions on Comprehensively Strengthening labor education in large,medium and primary schools in the new era to promote the development of labor education in Shanghai in the new era.The implementation of these policies has made some achievements,but there are also many problems.At present,the academic research on labor education mostly focuses on the field of education,while the research based on the perspective of policy science is relatively few,and there is a lack of empirical research on the implementation of labor education in senior high school.In order to avoid labor education becoming a mere formality,dig out the problems existing in the implementation of labor education policies in senior high schools in Shanghai and put forward practical suggestions,based on systematically combing relevant research at home and abroad,this paper clarifies the concepts of labor education,high school labor education and labor education policies,Based on the perspective of policy instruments and the policy implementation system model proposed by Horn and Meter,using the methods of literature research,questionnaire and interview,this paper makes an empirical analysis on the implementation of labor education policy in senior high schools in F District of Shanghai.Firstly,this paper sorts out the policy texts related to high school labor education in Shanghai after the 18 th National Congress,and analyzes the policy texts from the two dimensions of policy instruments and policy content.Through empirical investigation and research,this paper investigates the implementation of labor education policy in senior high schools in District F from the aspects of labor quality,labor education cognition,support and guarantee,curriculum and practical activities.Secondly,combined with the interview,this paper explores the problems in the implementation of the labor education policy of senior high schools in District F.The problems mainly including that the policy objectives have not been achieved,the policy implementation methods cannot meet the needs of the target group,the policy resources are insufficient and unevenly distributed,the professional ability of the executors needs to be strengthened,and a good policy environment has not been formed.The root cause of the problems is the lack of authority of command instruments,the shortage of specific implementation measures of system change instruments,the deficiency of incentive instruments,the neglect of capacity-building instruments,and the single form of symbol and persuasion instruments.Finally,according to the problems,this paper puts forward the optimization path of the implementation of Shanghai high school labor education policy from the aspects of scientific selection of policy instruments,refinement of measure standards,construction and implementation of labor education courses to meet the needs of senior high school students,guarantee labor education resources,stimulating the initiative of teachers and improving their policy implementation ability,and building a good system environment.
