"General High School Biology Curriculum Standards" defines the educational philosophy of cultivating students' scientific literacy in biology as the core,in which scientific literacy through inquiry,as an integral part of literacy in biology,needs to be enhanced effectively by teachers to motivate students' active learning featuring inquiry.Sheer explanations and demonstrations by teachers in the traditional laboratory courses can no longer meet the requirements of the "New Curriculum and New Textbooks" for the cultivation of students' scientific literacy through inquiry.Therefore,based on the actual situation of students,this study focuses on the cultivation of scientific literacy through inquiry to transform the classroom teaching models of laboratory courses and build a student-centred experimental inquiry process by means of the design and application of learning plans,so as to realize the independent inquiry and a high level of participation of students in laboratory courses,challenging the "phoney learning" phenomenon of the traditional courses.The study collects materials from the domestic and international literature to sort out the development history of the understanding of scientific inquiry,and also provides an overview of the concept and the current development of "learning plans",which serves as the theoretical basis for this study.The author launches a survey on the current use of learning plans through a questionnaire and analyzed the obstacles to the application and popularity of them;The author understands students' current level of scientific literacy through inquiry(pre-test)by developing corresponding test questions and sets up an experimental group and a control group to keep abreast of the student's learning progress.Based on the existing research of learning plans,the author designs and implements a biology laboratory course applying learning plans featuring independent inquiry of students,taking into account their actual situations.The author conducts investigation into students' elevated level of scientific enquiry literacy after the teaching practice through designing test questions(post-test)referring to scientific enquiry literacy.Through statistical analysis of data,the author also compares the improvement of students' scientific literacy level in order to verify the effect of teaching experiment in learning plans.The results show that the level of most students' scientific literacy through inquiry before attending the laboratory course is between Level 1 and Level 2,and there is no significant gap between the experimental and control group.After applying the learning plans of the laboratory course the experimental group's level of scientific literacy through inquiry is higher than that of the control group and there is a significant gap.The experimental group is more capable of designing and implementing experiments than the control group and there is a significant gap.The two groups do not differ significantly in terms of the elements of experimental inquiry at Level 1 and Level 2and there is no significant gap.However,the experimental group's attainment rate of Level 3 was higher than that of the control group,and there was a significant gap.In conclusion,the application of the learning plans is conducive to reaching high levels of scientific literacy through inquiry.The conclusions of this study are as follows: the application of learning plans can effectively enhance students' participation in classrooms,and it has a positive impact on the cultivation of students' scientific literacy through inquiry.Learning plans are conducive to enhancing teachers' professionalism and the development of a new teacher-student relationship.In summary,the application of learning plans is conducive to the transformation of classrooms and the mutual progress of students and teachers.
