With the rapid development of China’s economy, the problem of environmental pollution is becoming more and more serious. In the 13 th five-year plan period,it is proposed to promote the upgrading of China’s energy consumption structure and the coordinated development of environment and economy. In order to test the relationship between the upgrading of energy consumption structure and haze productivity, this paper USES coal and oil from 30 provinces(cities)in China from 2004-2017 Gas and electricity consumption proportion of total energy consumption, according to its carbon emissions coefficient according to the cleanness of from high to low, using the analytic hierarchy process and coefficient of energy consumption structure levels, again by PM10 of emissions and economic growth of panel data, using a linear function of its and the relationship between the fog haze productivity is analyzed, and set up a multiple linear regression equation, through the way of item by item, add the control variables respectively from the eastern region of the central region and western region test from four aspects The results show that: at the national level, every 1% increase in the energy consumption structure upgrading index will reduce the haze productivity by 0.93%;In the eastern and central regions, for every 1% increase in the energy consumption structure upgrading index, haze productivity decreased by 2.27% and 4.88% respectively. And in the western region, the energy consumption structure upgrade productivity index and fog haze of correlation degree is not high, reduce the consumption of coal, unit haze increase of GDP is low,the efficiency is not high, based on the empirical results, should clean use of coal, increase the use of clean energy, and expand the use of coal resources, and actively looking for new alternative energy sources.
