| Under the background of economic globalization,with the vigorous innovation and research of industrial science and technology and modern equipment,chemicals are widely used in various fields of society,which has greatly promoted the comprehensive improvement of China’s economic level.China’s gross industrial output value continues to rise,becoming the second largest economy in the world.China’s foreign trade volume,especially the trade volume of chemicals,has increased rapidly,and the overall difficulty in the safety supervision of ports and import and export chemicals has increased.Ports are facing increasingly arduous and complicated supervision tasks of import and export chemicals.Therefore,this paper studies the supervision of import and export chemicals,and uses the literature method to consult a large number of theoretical research results related to the supervision of import and export chemicals,taking information asymmetry theory,risk management theory,macro management theory and government supervision theory as the theoretical basis of this paper,and defining the concepts of inspection and supervision of import and export goods in combination with this paper.Taking the first-line import and export chemicals supervision work at Jiangyin Port in Fuzhou as an example,this paper analyzes the current supervision situation of import and export chemicals,and summarizes the main problems existing in the supervision work at this stage,including the difficult scale of first-line law enforcement and lack of follow-up supervision,insufficient human resources,strong technical supervision,poor vertical communication in horizontal supervision and insufficient implementation of risk management.According to the current situation and problems of import and export chemicals supervision,this paper puts forward the targeted supervision optimization countermeasures by using the theory of public management,which can promote the sound development of China’s chemical import and export trade and promote the new normal of social development on the basis of strengthening the foundation of supervision,strengthening training to meet the requirements of supervision qualification,co-managing quality across departments and regions,and implementing the process reengineering of chemical product inspection supervision. |
