| Document No.1 of the CPC Central Committee has paid great attention to the issue of "three rural areas" in rural areas over the years.Improving the rural living environment and building beautiful villages is the criterion for realizing the agricultural supply-side reform in china,and the state department has paid more attention to the management of the human settlements environment.Perfecting the construction of the village living environment is a livelihood project that fundamentally solves the people’s most important and obvious interests,which can make the peasant masses get more,and can rapidly promote the development of the countryside and speed up the implementation of the large-scale development of agricultural production.However,due to historical factors,China’s social governance has long been in the development pattern of urban and rural dual structure,government departments on the management of the human settlements environment is not clear understanding,limited implementation of funds,document spirit implementation is not enough and other reasons,China’s current rural living environment governance there is urban and rural development economic structure imbalance,village main road and the surrounding environment behind the house is very dirty and poor and other serious problems.Rural development in China’s development still exists short board,with the current China’s economic and social development put forward the specific requirements of the gap is still very large,with the vast number of farmers expect a better life,there is still a considerable distance.On the basis of sorting out the relevant documents and materials on the governance of the Rural Human Settlements Environment,this paper takes the research on the governance of the human settlements environment in Ruyuan County of Guangdong as the subject,and adopts various methods such as discussion and exchange,field investigation,etc.,to investigate the basic situation,concrete measures,periodic effect and exposed problems of the rural human settlement environment in Ruyuan County.By consulting the literature,this paper analyzes and discusses the current domestic and foreign research materials and reviews,and expounds the three related classical theories of the human settlements environment theory,the sustainable development theory and the public goods theory,it is found that there are some problems in the governance of rural human settlements in Ruyuan County,such as the lack of long-term effectiveness of governance,low participation of farmers,lack of management and protection mechanism of rural infrastructure,lack of supervision and planning of governance and low participation of market.It is concluded that there are some reasons,such as unsound governance mechanism,weak environmental protection consciousness of farmers,insufficient investment in Rural Infrastructure Construction,unsound assessment and supervision mechanism,and imperfect market access mechanism.Based on the experience of Deqing County,Zhejiang,Zhejiang Province and Boluo County,Guangdong Province,which have achieved good results,this paper summarizes the feasibility and enlightenment of the advanced experience.In view of the problems existing in the governance of Ruyuan County,this paper puts forward some feasible countermeasures and suggestions,such as developing multi-cooperative governance of rural human settlements environment,strengthening propaganda and guidance of rural human settlements environment governance,perfecting rural infrastructure construction,establishing and perfecting long-term management mechanism and increasing market participation. |
