| With the rapid progress of industrialization and modernization,the contradiction between economic development and environmental problems has become increasingly prominent.As a spatial carrier of industrial production and a vital organizational model of industrial development,industrial parks have made outstanding contributions to the national economy.However,the agglomeration development of the industry is also accompanied by problems such as high intensity of resource and energy consumption and concentration of pollution emission,which also seriously restrict the sustainable development of industrial parks.Ecological modernization,as an environmental sociology theory that originated in developed countries in Western Europe,provides certain experience in solving the contradiction between industrial development and environmental degradation in China,and it emphasizes technological innovation and institutional mechanism innovation,which can provide guidance value for the institutional capacity building needs faced by the industrial parks at a certain stage of development.At present,ecological modernization research is mostly focused on regional macro levels such as institutions and policies,and there is less theoretical and applied research on the micro scale such as industrial parks.As a micro-organizational unit of industrial activities,the industrial park is an important grasp and anchor point for the realization of ecological modernization in the industrial field.Therefore,by sorting out the theoretical connotation and main characteristics of ecological modernization of industrial parks,this study constructs an assessment system of ecological modernization level at the level of industrial parks and proposes countermeasures for the development of ecological modernization of industrial parks by assessing the ecological modernization level of typical industrial parks in China.This paper firstly summarizes the research progress of ecological modernization theory through bibliometric analysis and literature review,and collects and investigates the basic data and current situation of industrial parks by using field research,questionnaire,and expert consultation.Based on the theory and current situation research,the connotation and characteristics of ecological modernization of industrial parks were summarized,and the index system for evaluating the ecological modernization level of industrial parks is constructed from four dimensions of economic development,scientific and technological innovation,environmental sustainability,and management system mechanism by using the analytic hierarchy process and expert scoring method,including 10 ecological indicators and 12 modern indicators.In this study,three typical case parks,Weihai Economic and Technological Development Zone,Weifang Economic Development Zone,and Yanggu Xiangguang Eco-Industrial Park were selected for application research,and the ecological modernization level of the three parks was analyzed in a horizontal comparison with2020 as the base year.Further,a longitudinal development trend analysis of the ecological modernization level of the Weihai Economic and Technological Development Zone from 2016 to 2020 is conducted as an example.The results show that in 2020,the ecological modernization level of Yanggu Xiangguang Eco-Industrial Park is the highest with an ecological modernization index of 0.682(average level)and Weifang Economic Development Zone is the lowest with an ecological modernization index of 0.629(lower level);the ecological modernization level of the Weihai Economic and Technological Development Zone from 2016 to 2020 is at a average level,with a slow upward trend overall;the level of scientific and technological innovation,environmental sustainability,and the perfect degree of management mechanism are the unfavorable factors limiting the ecological modernization level of industrial parks.On this basis,the countermeasures and suggestions to enhance the ecological modernization of industrial parks are proposed from the perspectives of constructing a modern industrial system,optimizing the scientific and technological innovation environment,promoting low-carbon cyclic development,and innovating of management system and mechanism.This study has certain theoretical significance to enrich and improve the theoretical and methodological system of ecological modernization,and has important application value and guiding effect to guarantee and promote the construction of ecological modernization of industrial parks and promote the ecological transformation of industrial parks in China. |
