Study On Black And Odorous Water Treatment In Wuhu City From The Perspective Of Holistic Treatment

The rapid development of the city has caused serious damage to the water supply environment.With the continuous expansion of the city scale,the urban economy is developed and the population is dense,so the governance of the urban water environment becomes more and more important.The treatment of water pollution is a long-term livelihood project.In the process of water pollution treatment,the government is trapped in the shackles of the concept of fragmented treatment,so it can not find a suitable method and put it in an incorrect and reasonable position,which makes the treatment of water pollution always repeated.Urban black and smelly water body is a main form of water pollution,which not only endangers the living environment,but also damages the image of the city.Wuhu citizens are plagued by black and smelly water,and they hope to thoroughly control it to improve the quality of life.Wuhu City has started the special action to rectify the black and smelly water body since 2015.In November 2018,the rectification of the black and smelly water body in Wuhu City was notified by the central environmental protection inspector.In October 2019,Wuhu black and smelly water treatment ranked second in the selection of the third batch of black and smelly water treatment demonstration cities in China.The special rectification in the first three years has achieved little effect,and then in just one year,Wuhu has achieved remarkable results in the rectification of black and smelly water bodies.It has to be said that Wuhu has explored a governance approach suitable for the city in the process of black and smelly water body treatment practice,so as to move forward with solid work.Wuhu Municipal government has always attached importance to water pollution control,but in the early stage,due to various fragmented governance difficulties,such as unclear responsibilities of governance subjects,lack of synergy system and insufficient horizontal linkage,Wuhu Municipal government has taken many detours in the governance of black and smelly water bodies.The road of urban black and smelly water treatment is blocked and long,and it is very easy to rebound.It can not be achieved easily,nor can it be achieved overnight.Using the methods of literature research,field investigation and case analysis,this paper analyzes the research problems of black and smelly water treatment in Wuhu City from four aspects.First,the definition and theoretical basis of relevant concepts.This part mainly defines the core concepts such as black and smelly water body,fragmentation,river head system and so on;This paper interprets the relevant theories such as holistic governance theory,collaborative governance theory and principal-agent governance theory,and expounds its guiding significance to this subject.The second is the historical investigation and current situation analysis of the treatment of black and odorous water bodies in Wuhu City.The historical investigation mainly combs the overall situation,development process and causes of the treatment of black and odorous water bodies in Wuhu City;The current situation analysis mainly analyzes the treatment measures and limitations of black and smelly water body in Wuhu City.The third is the case analysis of black and odorous water treatment in relevant cities.This part mainly selects the successful cases of black and odorous water treatment in The Thames in London,Suzhou Creek,Shanghai,The Outer Suzhou River and other cities to analyze,and summarizes the experience and value of its treatment,so as to provide reference for the long-term treatment of black and odorous water in Wuhu.Fourth,the analysis of long-term treatment countermeasures of black and odorous water body in Wuhu City.Combined with the current situation of black and odorous water body treatment in Wuhu City and the experience of black and odorous water body treatment in relevant cities,using the holistic treatment theory,this paper discusses the treatment countermeasures of black and odorous water body in Wuhu City,Including improving the policies and regulations for the integrated treatment of black and odorous water bodies,improving the overall treatment ability of multiple treatment subjects of black and odorous water bodies,and improving relevant supporting mechanisms,etc.
