| In recent years,the word "garbage classification" has once become a hot and high-frequency word on the Internet.The environmental problems caused by the "garbage siege" are becoming more and more prominent.Many problems such as the stench of garbage and the cross flow of landfill leachate occur frequently,which has become a major problem that people have to face and solve.At present,China is also actively exploring the classified governance mode of domestic waste,and pilot work has been carried out in some key cities.Promoting waste classification and governance has been included in the work of governments at all levels.This paper takes the governance of domestic waste in smaller cities as the research object,takes Fangchenggang as a case,and deeply analyzes the existing issues and causes from the three modules of government,market and the public from the visual angle of polycentric governance.Through field research,it was discovered that the overall level of domestic waste treatment in Fangchenggang City is low,which is due to the following reasons: first,the role of the government is inaccurate and the platform of domestic waste treatment with the participation of multiple subjects has not been established;Second,it ignores the regulatory role of the market and lacks an effective market mechanism;Third,it failed to ensure the full participation of the public and bring the principal role of the public into full play.By consulting lots of documents and learning from the advanced governance experience of Japan,Brazil,Taipei,Xiamen and other countries at home and abroad,and using the theory of polycentric governance,analyze and make suggestions suitable for domestic waste governance in smaller cities: first,strengthen the guiding role of the government in the governance of domestic waste,and second,bring supporting role of market mechanism in the governance of domestic wasteinto full play,Third,guarantee thefull participation of the public and NGOs and other social forces.On the one hand,this study makes up for the lack of systematic and holistic research on domestic waste governance,on the other hand,it also enriches the research on domestic waste governance in smaller cities,with a view to resolve the problems existing in domestic waste governance in smaller cities and improve the governance efficiency. |
