Research On The Dilemma And Opptimization Path Of Black And Odorous Water Bodies In L City

"People’s livelihood is the top priority,and water control is the most important",and the water ecological environment is an important foundation for human survival and development.With the rapid development of economy and industrialization and urbanization in China,a series of water pollution problems have arisen,the most prominent of which is the phenomenon of black and odorous water.Since the promulgation and implementation of the "Water Pollution Prevention and Control Action Plan",the treatment of black and odorous water bodies has been placed in a prominent strategic position,and as an important task in the construction of ecological civilization in my country at present and in the future,it is important for building a beautiful China,promoting sustainable urban development,It is of great significance to improve people’s livelihood and well-being.Under the high promotion of the central government,black and odorous water governance action have been carried out all over the country,setting off a new upsurge in water pollution control.In recent years,with the joint efforts of governments at all levels,black and odorous water governance has achieved phased results.As the management of black and odorous water has entered the "platform period",the ecological environment management will also enter the "breakthrough period" of improving the governance efficiency and consolidating the governance effect.However,there are still problems such as water control and formalism in the management of black and odorous water bodies,which need urgent attention and solutions.Therefore,exploring the practical difficulties faced by local governments in the process of black and odorous water governance and the reasons behind them has certain research significance for promoting local governments to find new growth points for water control and optimize water control paths.This paper takes the governance of black and odorous water in L City as an example,and takes the "Three Circles Theory" as the analysis framework.Based on field research,in-depth interviews and literature review,this paper summarizes the formation reasons,governance motivations and governance effects of black and odorous water bodies.The study found that although the control of black and odorous water bodies in L City has achieved certain results,it still faces the following difficulties: The change in the attitude of the water control department of "hot before and cold",the psychological dependence of the public on the authority of the government,and the resistance of some vested interests to the governance of black and odorous water bodies have resulted in the differentiation of water control goals;grassroots power is real,the coordination of water management departments is inefficient,and technological empowerment "refines the traces",which hinders the acquisition of governance capabilities;the shallow participation of citizens and the absence of the role of environmental protection organizations result in insufficient embedding of social forces.The main root causes are the drive of rational economic man,the scarcity of resources and the imbalance of allocation,and the softening of institutional constraints.To this end,using the "Three Circles Theory" to explore the optimization path of expanding the "Nike Zone" of black and odorous water treatment from the three dimensions of value,capability and support,namely,remolding the value orientation of water treatment to enhance the value circle,improving the comprehensive ability of water treatment to enhance the ability circle,increase support for water control to expand support circle.In short,the governance of black and odorous water bodies needs to realize the interaction and coordination of the three levels of value,capability and support,and constantly promote the movement of the circle of competence and the circle of support to the circle of value.It will help to make water pollution control obtain lasting and effective benefits and achieve a good state of "water conservancy and people’s livelihood".
