Recently,China’s chemical industry has been developing rapidly.Since 2018,the total output value of China’s chemical industry accounts for about 40% of the world’s total output value,ranking the first in the world.Chemical production has increased substantially and is widely used in various industries of the national economy,which is closely related to people’s better life.However,at the same time,the situation of chemical and hazardous chemical production safety has become increasingly grim.From the Tianjin Port 812 disaster in 2015 to the Xiangshui 321 explosion in Yancheng,Jiangsu Province in 2019,a series of chemical industrial safety accidents occurred suddenly,spread rapidly,affected a wide range,and have great political influence.It reflects that China’s chemical industry parks have not been effectively curbed,bottlenecks,root causes,essential problems have not been effectively solved,and even seriously endanger the safety of people’s lives and property.The problems in the management of the four stages of emergency prevention,preparation,response and recovery have also been exposed in some chemical industrial parks.Although China has issued a number of regulations and layer upon layer of compaction production responsibility,but the chemical industry park accident is not prevented repeatedly.In this context,how to further strengthen the emergency management of chemical industrial park accidents has become an important research content in China,has become an important factor affecting the safety of people’s production and life,attracting much attention.On February 18,2019,the sh-101 B steam superheater in unit 751 of coal hydrogen production unit of Cnooc Huizhou Petrochemical Co.,LTD.,caused a flash explosion accident in the furnace due to improper operation of technicians during ignition operation,resulting in one death and one injury.This paper will examine this event for a particular object,based on the 4 r crisis management theory,analysis of the incident exposed the daya bay petrochemical industrial park in a sudden accident emergency management of the normalization of crisis management and reduction strategy wanting,early warning and monitoring capability is not strong enough,at the scene of the emergency treatment of efficient,subsequent processing and follow up in time in returning to problems,And draw lessons from foreign advanced chemical industrial park of emergency management experience,from the cutting force of 4 r crisis management theory,preparation,reaction forces and four dimensions of restoring force,combined with "Internet+",social work,such as concept,put forward the optimization of chemical industrial park safety accidents emergency management concrete countermeasures,in the hope of China’s chemical industry park to improve ability of handling sudden accidents,It will also provide replicable and referable experience for other regions and other work safety fields,and help improve China’s capacity and level of social governance modernization.
