Study On The Problems Of Local Government Cooperation In Water Pollution Prevention And Control In Yuehe River Basin Of Ankang City

Yuehe river basin is located in Ankang City,Shaanxi Province.The main stream is 113km long and the basin area is 2830km~2.It is the primary tributary of Hanjiang River and an important water conservation area for the middle route of South-to-North Water Transfer Project.The upstream of Yuehe river flows through Hanyin County,and the downstream flows through Hengkou demonstration area and Wuli Town in Hanbin District,forming a famous Yuehe River Road,also known as Ankang basin.in recent years,with the acceleration of urbanization,the rapid development of social economy and the gradual improvement of industrialization and urbanization in Yuehe River Basin,the problem of water pollution in Yuehe River Basin has become increasingly prominent.Facing the problem of cross-border water pollution in Yuehe River Basin,due to the impact of their respective interests,administrative system and environment,the county and district governments along the river lack effective cooperation,which seriously affects the effective control of water pollution,making Yuehe river pollution worse and the current situation of water environment difficult to improve.Based on the analysis of the research status of water pollution control in cross administrative basins at home and relevant theoretical research,combined with the natural,economic and social conditions,water environment status and local government cooperative control status of Yuehe River Basin,this paper puts forward the fragmentation,chaotic control system and A series of problems,such as lack of cooperation system guarantee and backward governance tools,are analyzed from the aspects of administrative region,lack of laws and regulations,insufficient fund guarantee and unscientific cadre assessment system,and some thoughts are put forward on how to better promote the cooperation of local governments in Yuehe River Basin,including changing the governance concept,Improve the legal environment of government cooperation in Yuehe river pollution control,the communication and coordination mechanism of river basin governance government cooperation,the financial guarantee system of river basin water pollution prevention and control,and establish and improve the assessment,supervision and compensation mechanism of river basin water pollution control,so as to promote the effective control of water pollution in Yuehe River Basin.
