Research On The Measurement Of The Supply Efficiency Of Rural Environmental Protection Public Goods In Fujian Province And Its Influencing Factors

With the proposal of the rural revitalization strategy and the continuous advancement of the construction of rural ecological civilization,ecological livability has become one of the general requirements for rural revitalization in my country,and rural environmental governance has gradually become an important work content of the current party and government governance.Various rural environmental governance policies have been vigorously implemented,and various types of rural environmental protection public goods led by the government have become the main tools for rural environmental governance.Under this realistic background,the effective supply of rural environmental protection public goods is an important issue for implementing the rural revitalization strategy and strengthening grassroots governance.This paper takes the supply efficiency of rural environmental protection public goods as the research breakthrough point,and uses the data envelopment analysis method and regression analysis method on the basis of the theory of public goods,externality theory and efficiency theory to analyze the rural environmental protection public goods from Fujian Province in recent years.In order to improve the supply efficiency of rural environmental protection public goods and further improve the rural environmental protection public goods supply system,it provides relevant suggestions.The main contents of this paper include:(1)Focusing on the research theme of rural environmental protection public goods,a comprehensive review of domestic and foreign literature,related concepts and theoretical foundations is carried out to determine the research direction and research methods.(2)Based on relevant data and typical case experience,analyze the current situation and existing problems of rural environmental protection public goods supply in Fujian Province.(3)Organize the collected data on rural environmental protection public goods in Fujian Province,measure the supply efficiency by constructing a DEA-Tobit model,and analyze the influencing factors.As the core part of this paper,in the empirical analysis work,this paper uses the panel data of Nine prefecture-level cities in Fujian Provincefrom 2011 to 2020 as a sample,and constructs a DEA-Tobit model for evaluation.The empirical results show that:(1)From the perspective of technical efficiency,from 2011 to 2020,the technical efficiency of rural environmental protection public goods supply in Fujian Province generally showed a trend of first decreasing and then increasing.(2)From the perspective of pure technical efficiency,the efficiency value is at a relatively high level in both the time dimension and the regional dimension,indicating that the relevant systems of rural environmental governance in Fujian Province have been well implemented;(3)From the perspective of scale efficiency,the change of the efficiency value and the technical efficiency show roughly the same trend.The scale efficiency of 21 samples is 1,the scale efficiency of 11 samples is increasing in scale,and the scale efficiency of 58 samples is scale.Decrease,indicating that it is necessary to adjust the scale of investment in time to improve the efficiency of scale;(4)Based on the theory and previous research,6hypotheses that may affect the supply efficiency are put forward,and the tobit regression shows that the government pays attention,the education level of farmers and the population Density has a positive impact,and per-village energy conservation and environmental protection expenditures have a negative impact.Finally,in order to strengthen the supply efficiency of rural public goods in Fujian Province,we should promote the formation of a solid foundation for the effective supply of rural environmental protection public goods,increase the financial support for the supply of rural environmental protection public goods,and strengthen the supervision and management of energy-saving and environmental protection facilities and equipment.Suggest.
