| To seek the optimal allocation of factors,the inter-regional industrial transfer has become an effective way for enterprises to reduce costs and increase profits.With the deepening of China’s "rise of the central region" strategy,the capacity of the central region to undertake industrial transfer is gradually enhanced.Inter-regional industrial transfer is not only the transfer of production capacity,science and technology,capital,and management capacity,but also has an impact on the air quality of the receiving place.At present,studies on the impact of industrial transfer on air quality have not reached a consistent conclusion,and there are few literatures in-depth analysis of the moderating effect of natural factors in host areas on the impact of industrial transfer on air quality.To measure the size and direction of the influence of inter-regional industrial transfer more accurately on the air quality of the receiving areas,the general linear regression model and spatial econometric model are firstly used to explore this problem.Firstly,this paper discusses the mechanism and path of industrial transfer affecting air pollution in central China,and tests whether industrial transfer impacts air quality through scale effect,structural effect,and technological effect through the intermediary effect,and uses the causal step-to-step regression method to test.Secondly,this paper will focus on analyzing the moderating effects of geographical and climatic factors.In terms of research methods,the spatial panel econometric model is used to consider the geographical autocorrelation of air pollution.Based on the moderated mediating effect model,the moderating effect of geographical and climatic factors on air pollution caused by industrial transfer and its transmission path were tested.The main research results of this paper on industrial transfer and air pollution are as follows:(1)The inter-regional industrial transfer will aggravate the air pollution of the undertaking areas in the central region.The results of both the benchmark model and the spatial Dubin model show that the inter-regional industrial transfer leads to the deterioration of the air quality of the undertaking areas in the central region.(2)The effects of industrial transfer on air quality in central China are partially mediated,that is,the effects of industrial transfer on air quality in central China are both direct(Industrial Transfer→Air Quality)and indirect(Industrial Transfer→Scale Effect→Air Quality).(3)Geographical climate factors have a regulating effect on the air pollution industry transfer effect,and mainly through direct path(Industrial Transfer→Air Quality).Among them,temperature factor,barometric factor and relative humidity factor on the air pollution industry transfer effect exists significant positively adjust action,elevation of air pollution industry transfer effect exists significant negative regulatory role.Considering the effects of air pollution industry transfer as well as the importance of geographical climate factors in it:(1)The central region needs to actively promote the adjustment of industrial structure,constantly upgrading,reduce the high pollution and energy-intensive industries,as soon as possible to get rid of the role of "Pollution Haven"itself.(2)The pollution transfer caused by inter-regional industrial transfer is mainly realized through direct impact and scale effect.Therefore,when undertaking inter-regional industrial transfer,the central region should avoid the introduction and large-scale development of enterprises with high consumption and pollution.(3)Based on the structure effect,technological effect failed to shift in the industry to play a role in the influence of air pollution in the future,the central region should through introducing new and high technology industry,green industry,focus on building supported by advanced manufacturing system of modern industry,actively develop clean technology,focus on building the beauty of the green development in central,The industrial transfer will have a positive impact on air quality from the technical effect and technological effect.(4)Based on the moderating effect of geographical and climatic factors,local governments should fully consider geographical and climatic factors such as location,climate and season when planning industrial development and pollution control,and formulate dynamic and adjustable pollution control schemes according to different geographical characteristics.At the same time,local industries should be selectively introduced and developed according to local pollution carrying capacity and main pollutant composition. |
