Research On The Construction And Improvement Of Performance Accountability Mechanism Of Cross Administrative Region Eco-environment Synergy Governance

The eco-environment has the characteristics of integrity,and synergy governance has become an inevitable choice for cross administrative region eco-environment governance.As an accountability mechanism design aimed at promoting the performance of synergy governance,the performance accountability mechanism of cross administrative region eco-environment synergy governance can effectively promote the order of cross administrative region local governments’ ecological governance behavior,and finally improve the overall regional ecological governance performance.Therefore,this paper focuses on the performance accountability mechanism of cross administrative region eco-environment synergy governance,which is of great significance.Through the investigation of the practical exploration and development status of China’s cross administrative region eco-environment synergy governance performance accountability,it can be found that China’s synergy governance performance accountability mechanism has made some progress,but there are still many imperfections.Based on this,this paper aims to design and improve the mechanism of performance accountability of cross administrative region ecoenvironment synergy governance.This paper mainly adopts text analysis method,grounded theory research method and multi case comparative research method.Firstly,the grounded theory is used to analyze the relevant policy texts,so as to construct the performance accountability process model of cross administrative region eco-environment synergy governance.Then,the performance accountability mechanism framework of cross administrative region eco-environment synergy governance is designed by combining the research results of grounded theory with Management by Objectives and Holistic Governance Theory,and focusing on the five dimensions of performance accountability objectives determination,implementation,evaluation,feedback and improvement.Secondly,based on the construction of the framework of performance accountability mechanism,this paper makes a comparative analysis of multiple cases in Beijing-Tianjin-Hebei,the Yangtze River Delta and Fenwei plain.On the one hand,it summarizes the synergy governance performance accountability model and its practice situation in different regions,on the other hand,it analyzes the common problems and reasons in typical regions.Finally,in view of the relevant problems and reasons,from strengthening the top-level design for the determination of cross administrative regions’ overall performance accountability objectives,focusing on improving the overall coordination ability of the implementation of cross administrative regions’ performance accountability objectives,building a cross administrative regions’ integrated synergy governance performance accountability evaluation and monitoring system,focusing on improving the overall synergy of the feedback of cross administrative regions’ performance accountability objectives,further strengthening the system and mechanism guarantee for the improvement of cross administrative region performance accountability objectives,and put forward corresponding improvement suggestions from these five aspects.
