Research On Influencing Factors And Paths Of Low-Carbon City Policy Pilot Diffusion

Global warming affects the development of all aspects of human society.At the same time,my country’s economy has entered a stage of high-quality development.Under the dual pressure of global climate change and China’s economic development needs,it is imperative to develop low-carbon cities.Since the announcement of the first batch of pilot cities in 2010,by the end of 2021,a total of 81 cities in China have become low-carbon pilot areas,which provides an excellent case for studying policy diffusion in China’s policy context,but few scholars study the content related to the diffusion of low-carbon city pilots.The diffusion process,diffusion influencing factors,and diffusion results of low-carbon city pilot policies need to be discussed urgently.Based on the theory of policy diffusion,this paper uses event history analysis and qualitative comparative analysis to analyze the policy diffusion of low-carbon cities from both theoretical and empirical aspects.The main research contents include the following four aspects.First,construct an analytical framework for the influencing factors of China’s policy innovation diffusion.By integrating foreign influencing factor models and domestic characteristic influencing factors,an analytical framework of "internal determinants-external diffusion factors-actor factors" is constructed.Second,analyze the process of low-carbon city policy diffusion.In the time dimension,it is divided into the initial stage of the pilot project,the innovation exploration stage and the local promotion stage.In the spatial dimension,there is a gradient effect and a proximity effect.In the organizational level dimension,it shows vertical diffusion from top to bottom.Third,conduct empirical research on the influencing factors of policy diffusion.Using panel data of 276 prefecture-level cities in China,and using discrete event history analysis method to conduct empirical analysis,the study finds that the proportion of tertiary industry,financial resources,superior pressure and official communication have a significant positive impact on the diffusion of low-carbon urban policies.Fourth,use qualitative comparative research(QCA)to study the impact of a combination of multiple influencing factors on policy diffusion,and to explore the internal driving path,promotion incentive path and pressure-conducting path of policy diffusion.Fifth,put forward targeted suggestions for policy diffusion: improve performance appraisal indicators and enhance environmental protection incentives;increase support from superiors and optimize the environment for policy diffusion;earnestly consider local realities and ensure the adaptability of policy adoption;strengthen inter-governmental exchanges and optimize policy diffusion results.
