The Fifth Plenary Session of the 18th CPC Central Committee put forward the reform of the vertical management system of monitoring,supervision and law enforcement of environmental protection departments below the provincial level.Under the overall arrangement and high-level promotion of the central government,local governments actively promoted the reform according to the actual situation.Environmental monitoring is the basic link of government environmental governance capabilities.The primary function of scientific effective environmental monitoring is to reflect the real conditions of monitoring samples.On this basis,the government promotes environmental policies,regulations and protection plans,and implements targeted environmental regulation.Thus the reform of the vertical management system of monitoring,supervision and law enforcement of environmental protection departments below the provincial level by transferring the monitoring and management functions and coordinating the regional environmental protection work,can not only improve the work efficiency,but also increase the accuracy of the monitoring data.However,the reform started in 2015 and was basically completed until 2020 in many areas,and there were still some deviations in the direction and effect of the reform due to local governments’ inadequate understanding of superior policies.Some regions blindly carry out the reform and ignore the local actual situation,thus lead to a hard for municipal monitoring stations to undertake local monitoring task due to the reform of the vertical management system of environmental monitoring institutions.Many municipal environmental monitoring works cannot carry out,lead to adverse impact on the management of municipal environmental institutions and many other problems.This paper mainly studies the problems appeared in the process of implementing management functions of environmental monitoring of municipal environmental protection departments under the background of the reform of the vertical management system,by means of case analysis method,interview method,participatory observation,etc.,to find out the causes of problems and put forward the solving measures.In the top-level planning and design,we should clear the division of departments responsibilities and increase financial investment.In terms of supporting work at the municipal level,we should strengthen the innovation of the working mechanism,optimize the structure and division,and improve the deployment of grassroots functions.In the process of reform implementation,departments should pay more attention to people,finance and materials,do well in guarantee of reform,strictly regulate the handover and personnel changes in the process of reform,and ensure the orderly implementation of reform.In the aspect of market,the supervision and inspection of social testing institutions should be strengthened,the market of social testing institutions should be active,and the third-party testing institutions should be introduced into government management to improve the monitoring efficiency.In terms of personnel training,we should pay attention to the improvement of the professional and technical ability of grassroots staff,strengthen their work quality,change their working ideas,make them actively cooperate with municipal environmental protection departments to do a good job in monitoring and management. |
