Research On The Legal Protection Of Wetlands In Tongliao City

Wetlands play an important role in water conservation,climate regulation,and biodiversity maintenance.However,the wetlands in Tongliao City are seriously degraded.The wetland areas are constantly being eroded by nature and human beings.The ecological functions of the wetlands are constantly being damaged.In order to ensure the implementation of the "Wetland Protection Law" and realize the effective protection of wetland ecology,Tongliao City should formulate the implementation rules of the "Wetland Protection Law" as soon as possible,improve the administrative management system of wetland resources,pay attention to the ecological value of wetlands,and adhere to the principles based on ecological process.The legal protection of wetlands should be established,and a sufficient supporting system for wetland protection should be established to achieve a balance between wetland ecological protection and economic development in Tongliao City.The first chapter is the basic theory of wetland legal protection.Starting from the concept definition and ecological value of wetland,analyze the definition and evolution process of wetland,the legal concept attribute of wetland,the ecological value and ecological function of wetland,from the three dimensions of ecological protection legal philosophy,ecological resource public welfare theory,and ecological system coordination view,the concept of ecological civilization,the concept of sustainable development,and the theory of dynamic balance,explain the legitimacy of legal protection of wetlands.The second chapter discusses the status quo and shortage of wetland legal protection in Tongliao City.Based on the current situation of wetland resources protection in Tongliao City,through combing the legal basis of wetland protection,the paper analyzes the problems of lack of legislation,uncoordinated management system and imperfect supporting system in wetland protection in Tongliao City.The third chapter draws lessons from the legal protection of wetlands.By analyzing and summarizing the wetland protection systems of some countries and the wetland protection regulations of other provinces and cities in China,this paper tries to learn from useful experience and puts forward the institutional conception of wetland protection in Tongliao City.The fourth chapter is the legislation suggestion of wetland protection in Tongliao City.Starting from the idea of legislation based on the ecological process,put forward comprehensive suggestions for Tongliao City in five aspects: wetland resource management,wetland environmental impact assessment,wetland ecological value assessment,wetland restoration without net loss,and wetland protection citizen participation.
