With the intensification of global warming,China,as a major emitter of greenhouse gases,has adopted a series of powerful environmental protection measures to actively address climate change,and the National Development and Reform Commission issued a series of effective environmental protection measures in 2010,2012 and 2017 The three batches of low-carbon city pilot policies implemented this year aim to build an industrial system and consumption pattern characterized by low carbon emissions and promote the development of environmentally-friendly industries.Under the background of continuous improvement of environmental regulations and policies,the shortcomings of heavy polluting enterprises such as manufacturing with high pollution,high energy consumption and high emission characteristics have gradually emerged,and the development of productive service industries with the characteristics of low pollution,low energy consumption and low carbon emissions has gradually become a policy orientation.Based on the low-carbon city pilot policy,this paper studies the impact of the low-carbon pilot policy on the development of productive service industry,which is of great significance for optimizing China’s industrial structure,improving industrial competitiveness,stimulating innovation vitality,and building a low-carbon city and environment-friendly society.In this paper,this paper follows the background of achieving carbon peaking,carbon neutrality and high-quality economic development,according to introductiontheory-empirical evidence The logical line of thought of the conclusion unfolds.The specific content includes: the introduction of the first chapter,introducing the research background and significance,the research content and methodology,drawing the technical framework roadmap,and introducing the possible innovations in this paper.The second chapter is a literature review,which summarizes the three types of literature related to the selected topics in this paper.Chapter 3 is related concepts and theoretical mechanisms,first defining the concepts and related theories of low-carbon pilot policies and productive service industries,and secondly,discussing the mechanism of lowcarbon policies on the development of productive service industries from the aspects of direct and indirect impacts,and putting forward relevant hypotheses.Chapter 4 is the empirical analysis part,which introduces the selection of variables,data description and model construction,and conducts robustness testing from multiple angles.Chapter 5 is mechanism test and heterogeneity analysis,firstly,empirically testing the transmission mechanism of low-carbon pilot policies to the development of productive service industries,and secondly,analyzing the heterogeneity from three aspects: the scale,characteristics and types of cities.Chapter 6 is Conclusions and Recommendations,and puts forward targeted policy recommendations based on theoretical and empirical conclusions.Through the research,this paper draws the following conclusions: first,the implementation of low-carbon pilot policies can promote the development of productive service industries;Second,from the perspective of direct impact,lowcarbon pilot policies directly affect the development of productive service industries through composition effects,crowding out effects and cost effects,and from the perspective of indirect effects,low-carbon pilot policies indirectly affect the development of productive service industries through government intervention,green technology innovation and green consumption.Third,low-carbon pilot policies have achieved remarkable results in large I.cities,high human capital,high financial development levels,and non-resource-based cities.
