After years of rapid economic growth,China’s economic development has reached a stage of high-quality transformation.In the process of economic change from "Smith-type growth" to "Schumpeter-type growth",ecological issues have received more and more attention.In response to the environmental problem caused by extensive development leading to huge energy consumption and the accumulation of carbon emissions,the National Development and Reform Commission issued the Notice on Carrying out Low-carbon Provinces,Autonomous Regions and Low-Carbon Cities Pilot Policy in 2010.This paper summarizes the literature and theoretical research related to low-carbon city pilot policies and high-quality economic development,and describes the policy transmutation of low-carbon city pilot policies and the logic of high-quality urban economic development.Firstly,based on the existing theories and data,261prefecture-level cities from 2005 to 2018 were selected as samples,and the entropy weight method was used to measure the high-quality development index of urban economy based on the five dimensions of "five development concepts",namely innovation,coordination,green,openness and sharing.Secondly,the impact of the low-carbon city pilot policy on the high-quality development of urban economy was analyzed by using the multi-period double difference model and the propensity score matching double difference model,and it was still true after a series of robustness tests.Regional heterogeneity,city type heterogeneity and city scale heterogeneity were further analyzed.Finally,the intermediary effect model is used to test the transmission mechanism of low-carbon city pilot policy to the high-quality development of urban economy.The empirical results show that,first,from the dynamic point of view,China’s high-quality economic development is in a vigorous trend,indicating that the high-quality economic development trend is good during the sample period;On the whole,the high-quality economic development of the eastern region is significantly higher than that of the other three regions.Second,the low-carbon city pilot policy can significantly promote the high-quality development of the urban economy.Third,regional heterogeneity shows that the low-carbon city pilot policy has significant positive effects in the east and west,but no policy effect in the central and northeastern regions.The heterogeneity of city types shows that the pilot policy of low-carbon cities has a significantly greater effect on the high-quality economic development of non-resource cities than that of resource-based cities.The heterogeneity of city scale shows that the low-carbon city pilot policy has no obvious effect on the high-quality economic development of small and medium-sized cities,but has a significant positive effect on large cities and megacities.Fourth,the test results of the mechanism show that the low-carbon city pilot policy can promote the high-quality development of urban economy through three aspects: the effect of green technology innovation,the effect of foreign direct investment and the effect of policy-based R&D capital investment.
