Research On Integrated Management Of Civil Air Defense And Disaster Prevention In Nantong

In recent years,Nantong Civil Air Defense Office has actively explored and reformed the integrated management mode of civil air defense and disaster prevention,made full use of existing civil air defense resources,and given full play to the functions of civil air defense and disaster prevention and emergency rescue under the guidelines of "wartime air defense,peacetime service,emergency rescue".At the same time,the comprehensive management level of urban air defense and disaster prevention has been continuously improved in the subsequent development process.However,from the historical development trend analysis,due to specific historical reasons,there are great difficulties in the subsequent management system optimization and reform,obstacles in the integration of command system,insufficient training of professional teams,waste of underground space and other reasons,leading to the contradiction of integrated management of air defense and disaster prevention.Based on relevant management theories such as public crisis management theory,collaborative governance theory and public safety management,this paper adopts research methods such as expert survey method and literature method,compares the advantages of integrated management of air defense and disaster prevention at home and abroad,and conducts qualitative scoring evaluation through expert group,thus finding the existing problems in integrated management of air defense and disaster prevention in Nantong City.Combined with qualitative evaluation and analysis results.In-depth analysis of the problems existing in the integrated management of air defense and disaster prevention in Nantong City,such as low participation in social emergency rescue,regional integration is not in place,personnel level is not high enough,underground space resources waste and so on.Through the research,the reasons for the integration of air defense and disaster prevention in Nantong City are summarized,that is,the lack of top-level design of integrated management of air defense and disaster prevention,the lack of unified standards for the construction of integrated management and command system of air defense in Nantong City,the lack of organization and training of professional air defense teams,and the low utilization efficiency of air defense engineering space.This paper draws on the management advantages of other areas,and puts forward the countermeasures to improve the integrated management of air defense and disaster prevention in Nantong City,in order to realize the cooperative utilization of air defense resources and disaster prevention resources,and the win-win situation of the development of war readiness and economic development.
