Research On Existing Problems And Countermeasures Of Rural Sanitation Service Outsourcing In S County

Influenced by the western "new public management" movement,China’s administrative reform has begun a new practice and exploration.As a basic public service with low outsourcing threshold and obvious public welfare,sanitation service has become one of the earliest fields to start the practice of public service outsourcing in China.In 2019,the S County government of Shandong Province began to make overall planning,Outsource rural sanitation services in the county,Through further refined management,Effectively improve the level of rural environmental health,However,there are also some problems in the work,Affect the sustainable and high-quality development of rural sanitation service outsourcing work in S County,In this context,The author is based on the perspective of government responsibility,Taking the specific case of rural sanitation service outsourcing in S County,Through literature research,case analysis,in-depth interview and questionnaire survey,To study the problems existing in the government role positioning,outsourcing decision,contract management,supervision and performance evaluation,and effectiveness in the rural sanitation service outsourcing in S County,Analyze the causes of the problem,And try to put forward optimization countermeasures,It is hoped to have reference significance for the outsourcing of S county and rural sanitation services in China.The content structure of this paper is as follows:Chapter 1,mainly analyzes the research background,purpose and significance of the paper,understands the domestic research status through literature review,clarifying the research method,technical route,innovation and deficiency;the second chapter,briefly describes the relevant concepts and theoretical basis used in the research;Chapter 3,describes the current situation and results of rural environmental sanitation service outsourcing in S County;and the fourth chapter,studies the problems and causes of the outsourcing of rural environmental sanitation services in S County.This paper finds that the problems mainly focus on the following aspects:the government outsourcing decision-making process is not perfect,the government outsourcing responsibility is weakened,the contract management is not rigorous,the government financial fund guarantee is not in place,and the coordination of the participants is not enough.In view of the above problems,this paper analyzes the causes and consider the following reasons:the imperfect sanitation market mechanism,the government responsibility orientation is unclear,the government contract management ability to be improved,the government financing management ability is insufficient,and no diversified co-governance system;Chapter 5,on the basis of the above analysis,proposes the optimization countermeasures:improve the sanitation market mechanism,clarify the government role,improve the government contract management ability,strengthen the government financial fund guarantee,and lead the construction of diversified co-governance system.
