The Influence Of My Country’s Environmental Regulation On The Optimization And Upgrading Of Industrial Structure

Since the reform and opening up,China’s economy has grown with great speed and its economic achievements has drawn the attention of the world.With the prosperity of economy,environmental problems such as air pollution,water and soil pollution have also appeared.After people have been satisfied with the materiality,people’s attention and expectation to the environment are also increasing.And China’s 14 th Five-Year Plan takes the improvement of the ecological environment and the optimization and upgrading of the industrial structure seriously.Therefore,this paper mainly studies the influence of environmental regulation on the optimization and upgrading of industrial structure.Based on the data of 28 provinces and cities in China from 2005 to 2019,this paper first conducts a spatial correlation test for environmental regulation and industrial structure optimization and upgrading.The spatial correlation test shows that there is a positive correlation between the rationalization of industrial structure,the high level of industrial structure and the degree of environmental regulation in 28 provinces and cities in China.From the perspective of the local Moran index,the rationalization of industrial structure,the pre evolution of industrial structure and the degree of environmental regulation in 28 provinces and cities in China show the characteristics of high aggregation and low aggregation in space.Later,through the spatial spillover effect test,it was found that: from the national level,under the W0-1 spatial weight matrix,before and after the disintegration of spatial effects,China’s environmental regulations has an active spatial spillover effect on the rationalization of industrial structure,and an inactive spatial spillover effect on the upgrading of industrial structure;under the geographical distance matrix,under the spatial effect disintegration,environmental regulation has an inactive impact on the rationalization and upgrading of the industrial structure of the province and surrounding provinces,while environmental regulation only hinders the rationalization and upgrading of the industrial structure of the province after the spatial effect disintegration,but there is no spatial spillover effect.From a regional perspective,the impact of environmental regulations on the optimization and upgrading of industrial structure in the eastern,central and western domains of China is unlike,which needs to be analyzed in specific domains.Finally,this paper summarizes some policy recommendations according to the research conclusions:(1)Improve the system of environmental supervision laws and regulations;(2)Interregional environmental regulation should "reserve differences" and "seek common ground";(3)Grasp the strength of environmental regulation;(4)Increase the intensity of technological innovation;(5)Increase government expenditure and rationally introduce foreign investment;(6)Innovate and publicize the concept of environmental protection.
