China has issued and implemented the construction plan applicable to the national sustainable development agenda innovation demonstration zone,which clearly points out that it is necessary to create a number of national sustainable development agenda innovation demonstration zones,and form a number of practical models and typical models of sustainable development innovation demonstration."The task is an effective solution to the current domestic problems of excessive resource consumption,serious ecological debt,and uneven economic development.How to combine the actual situation of different regions and the needs of economic development,according to the different construction directions of "one set of plans for one region",can the sustainable development of the demonstration area be sustained.Among them,how the local government governs has a profound impact on the construction effect of the demonstration area.The government plays the role of guidance,management,service,coordination and other functions.By formulating practical guidelines and policies,and supporting the implementation of corresponding construction projects,the established goal of sustainable development of the whole society can be achieved.Compared with other cities,Guilin is a typical case to solve the problems of ecological restoration and environmental protection in karst rocky desertification areas in the construction of the National Innovation Demonstration Zone of the Sustainable Development Agenda.There are still some problems that have not been properly solved.Therefore,it is of great practical significance to carry out research and analysis on this issue.Taking sustainable development theory and local government governance theory as the main guiding theory,after sorting out the basic theory,through case analysis,literature research,field survey and other research methods,the paper analyzes the construction background,construction status,etc.,sorts out the achievements that have been achieved,focusing on ecological,agricultural,environmental and other aspects,and believes that the demonstration area presents scientific protection and utilization of landscape resources Based on the analysis of the characteristics of innovative development of ecological industries and integrated governance of urban and rural ecological environment,it is pointed out that there are deficiencies in the policy system that is not sound enough,the contradiction between landscape resource conservation and economic development is prominent,the foundation for sustainable development of industries is weak,and the lack of new momentum for economic development.And further explore the causes of the problems,namely,the lack of corresponding sustainable development policy system,insufficient industrial transformation and upgrading,lack of diversified investment mechanism,and insufficient cultivation of new driving forces for economic development.Combined with the actual situation of Guilin,this paper puts forward specific suggestions for improvement,such as giving play to the leading role of the government,improving the scientific and technological innovation system,building a diversified investment mechanism,and forming a multi-party cooperative governance.
