Research On The Obstruction Of Policy Implementation Of "Plastic Restriction Order" And Its Cracking

On December 31,2007,The General Office of the State Council issued a notice on the restriction of the production and sale of plastic shopping bags,which clearly stipulated that from June 1,2008,the system of paying for the use of plastic shopping bags shall be implemented in all supermarkets,market,shopping malls and other commodity retail places,and no plastic shopping bags shall be provided free of charge.The notice is popularly known as the "plastic cap".Plastic bags belong to the consumable type of disposable products,discarded and extremely difficult to degrade,not friendly to the environment.The original intention of the plastic limit order is a measure taken by the state from the policy level to reduce white pollution and build a resource-saving society and an environmentally friendly society,aiming to guide the public to use plastic bags reasonably and urge enterprises to produce durable plastic bags that can be used multiple times.However,standing in 2022,looking back 15 years after the implementation of the plastic restrictions,ultra-thin plastic bags are still rampant in places with weak supervision,and the paid use of plastic shopping bags has not been fully promoted.The policy is like a dead letter."Limit plastic order" implementation painless,difficult to strictly implement the status quo has to admit.This paper conducted a field survey on the use of plastic bags in different shopping places in S city to truly reflect the implementation status of the "plastic limit order".Through S city,the small microcosm reflects the distress situation of the implementation of policy management of "limiting plastic" in China.Then,the reason of the execution dilemma is analyzed and the corresponding path is solved.In the study of the dilemma of policy implementation,the author uses "questionnaire method","dialogue interview" and other methods to analyze the intrinsic nature of the current situation from an objective perspective with the help of the theory and model of public policy implementation.It is found that the causes of policy implementation burnout lie in many aspects: the defects of policy itself and the lack of endogenous power;Supporting measures are not complete,guidance is weak;The profit-making goal of the business goes against the government’s original intention of environmental protection,public participation is insufficient,and external support is weak.In view of the above reasons,this study believes that,from the three key perspectives of refining the content and connotation of the policy,improving the corresponding measures and optimizing the main body of policy implementation,we should find the precise foothold and force points,and focus on the whole process of the implementation of the "plastic restriction order" policy,dredging the obstructed parts and solving the predicament.To truly realize the report of the 18 th and 19 th National Congresses,placing ecological construction in an important position is the only way to realize the Chinese dream,and the harmonious coexistence between man and nature.
