| As the development concept of "green water and green mountains are golden mountains and silver mountains" was written into the report of the 19 th National Congress of the Communist Party of China,strengthening environmental protection has become an important prerequisite for China’s future development of productive forces.As our country pays more and more attention to the work of environmental protection,which benefits the masses,the central environmental protection supervision system came into being.This central environmental protection supervision work,which has lasted for many years since 2017,has made great contributions to China’s environmental protection cause.However,in these years of practical work,scholars have also found that there are some problems.Among them,the phenomenon of differential environmental governance is more and more prominent and common under this system,which is worthy of further study.In the process of the central environmental protection supervision,the central supervision team will take the local government as the responsibility subject to rectify the problems reflected in the received letters and visits of environmental reports.This paper takes the environmental improvement of YC County during the period of the Central Environmental Protection Supervision,especially two specific governance cases as examples,and compares the differences between the two cases in the governance process and the governance results,namely,"deadline remediation" and "shutdown".It clarifies the positive impact of such difference governance on environmental protection departments,enterprises and the environment,including reducing work pressure,avoiding one size fits all,allocating resources more reasonably,and managing low benefit pollution well;It also expounds the negative side,which will lead to the neglect of environmental governance,reduce the trust of the people in the government,and take a long time to solve the high efficiency pollution.At the same time,this paper also uses the theory of mobile governance and bureaucratic system.By analyzing the bureaucratic logic,social logic and market logic of the governance of grass-roots government departments under the environmental protection supervision system,it proposes that some contradictions in the incentive mechanism under the bureaucratic system,the interpretation and implementation of the policy itself,and the balance of public interests are the reasons for differential governance.At the same time,the people’s increasing awareness of environmental protection,the conflict of interests with enterprises,the neighborhood effect,and the relationship between market supply and demand are also factors that further promote differential governance.For this reason,this paper puts forward suggestions on improving the environmental protection supervision system,strengthening the interaction with the public,and increasing the transparency of environmental protection information disclosure,hoping to improve China’s environmental protection and governance work and make certain contributions to China’s environmental protection cause. |
