The economic and social development in the new era should be based on improving the ecological and environmental quality.Enterprises are not only an important undertaker of economic development,but also the main manufacturer of environmental pollution.They should also practice corporate social responsibility and seek the coordinated development of economic benefits and environmental protection.As the leading player of the construction of ecological civilization,the government needs to formulate scientific and standardized environmental regulations,guide enterprises to assume the responsibility of environmental protection and pollution prevention and control,and promote the green and high-quality development of enterprises.And the level of environmental regulation will inevitably affect the environmental protection of enterprises ’ investment,technological innovation,energy conservation and emission reduction and other business decisions,and then affect the performance of enterprises.How the government chooses a reasonable and effective way of environmental regulation and how enterprises seek breakthroughs under the pressure of environmental regulation are an important proposition concerning the sustainable social development.In the process of building a civilized city,Jiaozuo government took multiple measures at the same time.Jiaozuo Wanfang took the initiative to innovate and realized the coordinated development of economy,environment and society.Therefore,on the basis of theoretical research,this paper takes the background of Jiaozuo City creating the national civilized city,Take Jiaozuo Wanfang as a case,analyzes the influence of creating the civilized city on environmental regulation,explores the influence of environmental regulation on the enterprise financial performance,environmental performance and social performance,to improve the environmental regulation system and promote the green transformation of enterprises.The results show that the national civilized city selection helps to improve environmental regulation system and environmental regulation level,The negative impact of high-intensity environmental regulation can be reduced from the aspects of environmental subsidies,policy support,public participation and so on;Strict environmental regulation inhibit the financial performance of enterprises in the short term,However,enterprises can improve the process of production technology,carry out environmental protection projects and other measures to ensure the steady growth of enterprise financial performance;The positive promotion effect of environmental regulation on enterprise environmental performance lags behind,Need for long-term and strict environmental regulations to urge enterprises to carry out environmental protection and innovation activities;High level of long-term environmental regulation can encourage enterprises to consciously fulfill their social responsibilities,Improve the social performance of enterprises.
