Environmental governance is an important part of social governance.With the development of economy and society,"garbage besieged city" has become one of the difficult problems to be solved urgently in Chinese environmental governance.As one of the main bodies of social governance,social organizations play an important advocacy and mobilization role in community environmental governance.The cornerstone of social organizations’ participation in the promotion of community environmental governance lies in the improvement of the institutional environment and the improvement of the organization itself.The institutional environment and the development of the organization at different stages will affect the choice of action strategies for social organizations in community environmental governance.The development process of social organizations is not static,and the action strategies adopted by social organizations in different growth cycles under the influence of constantly changing internal and external environments are also different.The research is based on community environmental governance,focusing on the action strategies of social organizations,and explores how social organizations strategically interact with the environment in the institutional environment in exchange for their own growth,and this strategic interaction will affect organizational capabilities.what impact.From the perspective of organizational life cycle theory,this paper constructs an analytical framework that includes three dimensions:institutional environment,organizational mission and organizational capability,and studies the action strategies of LX environmental protection social organizations in different life cycles to participate in community environmental governance.Institutional environment,organizational mission and organizational capacity are the forces that promote the growth of social organizations,the three forces complement each other and form a common mechanism.The study describes the experience of LX organization’s participation in community environmental governance according to the analysis framework and based on the time axis.The characteristics of the LX organization’s action strategies in the initial,growth and mature stages can be summarized as stability in survival,progress in stability,and stability in stability.The specific performance of winning is as follows: under the dual pressure of the institutional environment and the organization’s own development,the LX organization in its initial stage adopts the action strategy of establishing political connections,digging out community leaders,and conducting publicity and education in the community;the LX organization in the growth stage chooses the action strategy of two-way learning,team maintenance and knowledge integration when there is a legal basis for garbage classification and the loss of organizational members;the action strategy of the mature LX organization includes optimizing the project service content,expanding its position and building a brand.On the basis of analyzing the action strategies of social organizations participating in community environmental governance,the study draws two conclusions.One is that professional support,spiritual cultivation and multiple interactions are the themes of social organizations participating in community environmental governance;The other one is that cooperation is a mechanism that affects the adjustment of social organizations’ action strategies.The relationship between organizations and governments in the development process is constantly changing along with the life cycle of organizations,and their action strategies are constantly changing in the process of interacting with the government to achieve sustainable development of organizations. |
