Case Study On Earthmoving Cost Management For Petroleum Construction Projects Of SPE Company

China’s petroleum construction project investment is huge,and the cost management of engineering projects often has problems such as frequent changes and consumption overruns.Therefore,it is necessary to pursue the goal of more efficient and lean cost management of petroleum construction projects,which requires the cost management of petroleum construction projects to change from extensive management to lean management.In the sub-projects of petroleum construction projects,although earthworks are the beginning of cost management of most petroleum construction projects,the engineering measurement and pricing work of this sub-project are difficult to manage.This is mainly due to the unpredictable nature of earthworks,for example,the level of groundwater under the earthworks is not clear,and it is difficult to determine whether technical measures for construction precipitation are required.Earthworks are also closely related to other sub-projects,such as foundation treatment,concrete works,etc.The cost of earthworks will have an impact on the construction schemes of these related professions,which in turn will affect the engineering costs of related professions.Therefore,how to effectively carry out the cost management of earthworks in petroleum construction projects is particularly important.SPE company is a large petroleum construction general contracting company,there are many problems in the cost management.For example,the earthworks of the W general contracting project undertaken by SPE Company have a large number of cost management problems in the design and construction completion stage,which have caused serious consequences,and the project has a certain representativeness.So this thesis selects SPE company’s W project as a case study object,find the problem,analyze the causes and propose solutions,and strive to effectively carry out the earthwork cost management work.This thesis first introduces the current situation of engineering cost management at home and abroad,expounds the system of SPE Company W petroleum construction project,on this basis,through case analysis and comparative analysis methods to identify the problems in the cost management of earthmoving engineering,there are systematic problems in the cost of earthworks: the previous estimates of engineering projects change frequently;Waste of resources during the construction process of the project;There was a loss in the settlement of earthworks.Secondly,this thesis uses Deming cycle,fishbone diagram,5why analysis method and other methods to analyze the causes of cost management problems,that is,the control of design estimates is perfunctory,the decision-making of machinery,materials and construction plans in the construction stage lacks qualitative and quantitative control,the contract is vague and the change is lagging behind.Finally,based on the above analysis,the article proposes targeted and applicable solutions(that is,the survey and designer implement the on-site measurement and quota design system,the construction drawing budget replaces the design estimate,the automatic cost system conducts a three-level review,the qualitative and quantitative control personnel,materials,mechanical appliances,construction methods and construction environmental factors,the use of contract terms to unify the settlement caliber,the general contractor and subcontractor cooperated with each other to jointly initiate a claim against the construction unit)to solve the cost management problems of the above three-stage earthworks.This thesis has formulated a practical solution for W petroleum construction projects,which is in line with the direction of enterprise development and can effectively control the cost of enterprises,and provides a reference for the development of sustainable development.
