Research On Emergency Linkage Of Government Departments In Sudden Natural Disasters

China is one of the countries most seriously affected by natural disasters in the world.After stepping into the risk society,various disaster causing factors affect and superimpose each other.Standing at the new development starting point of the reform of emergency management institutions,the emergency management of Chinese government departments has gradually moved from passive disaster relief to active governance.Among them,the emergency linkage of government departments is the core content of emergency management of sudden natural disasters,and it is also the key link to promote the upgrading of national emergency management capacity and maintain the overall social stability.The research point of this thesis is put forward on the basis of literature research method and case analysis method,according to the theory of intergovernmental relations,coordination theory and emergency management theory,and based on the current situation of emergency linkage work of the government in sudden natural disasters.Through the analysis of three different types of sudden natural disaster cases,such as the forest fire in Liangshan,the "July 20" rainstorm in Zhengzhou,Henan,and the No.9 typhoon "Lekima",it is found that there are some problems in the process of emergency linkage,such as the lag of linkage laws and regulations,the formality of linkage plans,the unclear rights and responsibilities of linkage subjects,the insufficient communication of linkage information,and the weak integration of linkage resources.Currently,these problems restrict the improvement of emergency response efficiency and overall disaster prevention and control ability of sudden natural disasters in China,which is also the key to solve the problem of emergency linkage and prevent and resist the risk of natural disasters.Its root causes lie in the lack of emergency disaster reduction laws and regulations,the lack of coordination of comprehensive disaster response linkage plans,the constraints of the current emergency management system,the imperfect disaster linkage information sharing mechanism,and the lagging integration and regulation of disaster relief resources.In view of the problems existing in the current emergency linkage work of government departments in sudden natural disasters,it is urgent to ensure the efficient operation of emergency linkage work by strengthening the legal system guarantee of disaster reduction emergency linkage,coordinating the comprehensive disaster response emergency linkage plan,optimizing the construction of emergency linkage organization system,improving the disaster information sharing and communication mechanism,and improving the integration and regulation ability of disaster relief resources,To improve the efficiency of government emergency management and the ruling ability of the party.
