FPSO(Floating Production Storage and Offloading)is a kind of marine facility that mostly shares a same shape with the oil carrier,FPSO projects require sufficient money,proficient technology and labor working force.Shipyard in China have great possibility in signing FPSO projects with the advantage of the good fabrication infrastructure,talented basic design ability and reasonable labor cost etc.but FPSO requires one time huge investment,high standard design specification,multiple discipline working in parallel,long construction duration,global procurement and limitation in key equipment,strict requirements in quality,multiple stakeholders,complex management,uncertainty etc.either of which would affect project execution.Shipyard in China with free-minded management knowledge would have come with the situations like: delay due to not control well,re-work cause by quality cannot meet with standard or profit loses led by cost overspent when dealing with this kind of FPSO projects.So when company M is exploring business with local famous shipyards in China,they would concerns how to control the project to complete on time,and expecting to develop some standard formats for the incoming projects,so as to be fast in project processing.To solve this problem,I would analyze the first new build FPSO project that is the first cooperation between Company M and Shipyard D,through comparing between the philosophies and actual,I would verify the deficiency during performing this project.Hope to set up a progress measurement system that can accommodate the current shipyard procedure,as well as cooperate with each other to ensure the project is under control and complete on time.This subject is applied to the analysis method by comparing the philosophy and actual practice,Firstly,I introduced the process,index and method of the planning and progress monitoring concept.Described the project background,as well as planning & progress monitoring situation and problem met during the execution of an FPSO project of Company M,and then give some improvement advice in the aspect of planning,progress measurement,and progress monitoring.This article introduced from build WBS,define activity,logic link,and duration & resource estimation up to the baseline schedule build up.During the process of establishing the progress measurement model,described the progress measurement structure build up,weight factor estimation,finalizing benchmark of the progress and implement of earned value system.Then presented the monitoring system,mainly include progress status collection and feedback,progress elevation & forecasting and reporting system.In the end,provide some suggestions & advice to the planning and schedule deficiency during the execution of the project and come to the conclusion.Hope this study can provide some reference to the planning colleague who is working in the marine industry,especially in the new build FPSO projects. |
